HomeMy WebLinkAbout2005-01-18; Municipal Water District; 581; Encina Basin Water Reclamation Program Phase IICARLSBAD MUNICIPAL WATER DISTRICT - AGENDA BILL I I RECOMMENDED ACTION: Adopt Resolution No. 1233 accepting bids and awarding a contract for the construction of the Bressi Recycled Water Pump Station for the Encina Basin Water Reclamation Program, Phase II Project, and the Bressi Potable Water Pump Station, Project Nos. 3889 and 3910 and appropriation of funds. ITEM EXPLANATION: This bid includes two construction projects referred to as the Bressi Recycled Water Pump Station (Bressi RWPS) Project No. 3889, and the Bressi Potable Water Pump Station (Bressi PWPS) Project No. 3910. Both pump stations will be located within an easement provided by the owner of Bressi Ranch Planning Area No. 3. These projects were combined into one construction project to minimize construction costs and impacts to the community. Included in the Encina Basin Water Reclamation Program, Phase II Project (Phase II) are three recycled water pump stations: Twin D, Calavera, and Bressi. These pump stations will provide recycled water service to customers throughout the City. The Twin D and Calavera Recycled Water Pumping Stations have already been awarded construction contracts and are now under construction. The Bressi RWPS is a critical component of the Phase II project that provides recycled water to the Rancho Carrillo area 660-pressure zone. Included in this contract is an approximately 1,000 square foot, subterranean building containing three vertical turbine pumps (two duty, one stand-by), a hydraulic surge arrestor system, and on-site piping. The Bressi PWPS will supply water from Maerkle Reservoir (490-pressure zone) to the 700-pressure zone during the routine maintenance of the imported water aqueducts and during emergency situations. Included in this contract is an approximately 1,100 square foot, subterranean building containing three vertical turbine pumps (two duty, one stand-by), a hydraulic surge arrestor system, and on-site piping. On September 28, 2004, the Board of Directors approved the plans and specifications and authorized the advertisement for bids for the Bressi RWPS and the Bressi PWPS. On November 19, 2004, the Purchasing Department received four (4) bids for the project as follows: The Engineer’s Estimate for the construction of the project was $2,253,900. Staff has reviewed the bids and has found them to be in order. Staff recommends that the Board award the contract for the construction of the Bressi RWPS and Bressi PWPS to Orion Construction. A Mitigated Negative Declaration (MND) was prepared for the Phase II project. The Carlsbad City Council approved the MND on January 25, 2000 under Case No. EIA 99-09, Resolution No. 2000-37. The United States Department of the Interior completed its review of the Phase II project for compliance with the National Environmental Policy Act (NEPA) and formally approved the Phase II project on March 1, 2002. The Planning Commission approved a Conditional Use Permit (CUP 04-16) and a Special Use Permit (SUP 04-08) for the Bressi RWPS and the Bressi PWPS on October 6, 2004 by Planning Commission Resolution Nos. 5729 and 5730. In addition, the Planning Commission adopted a Negative Declaration allowing development of the pump stations by Planning Commission Resolution No. 5728. FISCAL IMPACT: This agenda item is awarding a construction contract for the Bressi RWPS in the amount of $996,000 and the Bressi PWPS in the amount of $1,401,500. The total construction contract cost for both projects being awarded is $2,397,500. All bids submitted exceed the Engineer’s Estimate for each pump station. The increase in cost above the Engineer’s Estimate is primarily due to the significant rise in costs for concrete, steel and piping, in addition to increases in other construction materials. Recycled Water Pump Station The total project cost of the recycled water pump station is $1.29 million as shown in Table 1. It will be funded by Federal and State grants and a State Loan. This is the third of three recycled water pump stations included in the Phase II Program, Project No. 3889. An additional appropriation of $158,244 is being approved by a separate Agenda Bill action. Based on the current bid proposal, the proposed appropriations will be sufficient to construct the three recycled water pump stations as shown in Table 1. An additional appropriation is necessary to construct the Bressi Potable Water Pump Station, Project No. 3910 as indicated in Table 2. Staff is requesting additional appropriations of $325,750 from the Water Connection Fee Fund and $325,750 from the Water Replacement Fund for the project. EXHIBITS: 1. Location Map 2. WHEREAS, the Board of Directors of Carlsbad Municipal Water District has determined it necessary, desirable, and in the public interest to construct the Bressi Recycled Water Pump Station, for the Encina Basin Water Reclamation Program, Phase II Project, and the Bressi Potable Water Pump Station Project Nos. 3889 and 391 0; and WHEREAS, on September 28, 2004, the Board of Directors approved the plans and specifications for the construction of the Bressi Recycled Water Pump Station and the Bressi Potable Water Pump Station, Project Nos. 3889 and 391 0; and WHEREAS, four (4) sealed bids were received on November 19,2004 for the project; and WHEREAS, the lowest responsive, responsible bid for the project was submitted by Orion Construction, in the amount of $2,397,500; and WHEREAS, Subsection 3.28.040(~)(6) of the Carlsbad Municipal Code authorizes the City Manager to approve change orders in the amount equal to the contingency set at the time of the bid award. WHEREAS, funding in the amount of $4,918,574 was appropriated for the Phase II Recycled Water Pump Stations, Project No. 3889; and WHEREAS, the estimated project cost for the Bressi Potable Water Pump Station is $1,866,500; and WHEREAS, the appropriations totaling $1,215,000 for the Bressi Potable Water Pump Station Project are insufficient to complete the project; and WHEREAS, an additional appropriation of $651,500 from Water Connection Fees and the Water Replacement Fund is required to complete the Bressi Potable Water Pump Station Project. That the above recitations are true and correct. That the bid submitted by Orion Construction, in the amount of $2,397,500, for the construction of the Bressi Recycled Water Pump Station for the Encina Basin Water Reclamation Program, Phase I1 Project and the Bressi Potable Water Pump Station Project Nos. 3889 and 3910, is hereby accepted and the Mayor is hereby authorized and directed to execute a contract therefor. 3. That the Executive Director is hereby authorized to approve construction change orders up to $1 50,000 for Project No. 3889 and $1 75,000 for Project No. 391 0. 4. That the award of this contract is contingent upon Orion Construction, executing the required contract and submitting the required bonds and insurance policies, as described in the contract, within twenty (20) days of adoption of this resolution with .the understanding that the Executive Director may grant reasonable extensions of time. 5. That the Finance Director is authorized to appropriate $325,750 from Water Connection Fees and $325,750 from the Water Replacement Fund for the Bressi Potable Water Pump Station, Project No. 3910.
