ENG - TITLE: AWARD OF CONTRACT FOR THE CONSTRUCTION OF THE SCADA INTEGRATION PROJECT FOR THE ENCiNA BASIN WATER RECLAMATION PROGRAM, PHASE 11, DEPT. HD. wry CITY MGR. !,w PROJECT NO. 36753 RECOMMENDED ACTION: Adopt Resolution No. 1255 accepting bids and awarding a contract for the construction of the SCADA Integration Project for the Encina Basin Water Reclamation Program, Phase II, Project No. 36753. ITEM EXPLANATION: The Supervisory Control and Data Acquisition (SCADA) Integration Project will interconnect new and existing recycled water facilities within Carlsbad to provide remote monitoring and operation of these facilities. The project includes the installation of a new computer workstation and hardware at the City’s existing Water Operations Control Center located at 5950 El Camino Real. The new workstation will be networked to 10 other new and existing recycled water facilities throughout the City through wired and wireless systems that will allow City personnel to monitor and control pump stations, pressure reducing stations, flow meters, and storage reservoirs within the recycled water distribution system. The SCADA contractor will be responsible for providing and installing computer hardware, field instrumentation, software programming, training, and start-up services. On June 28, 2005, the Board of Directors approved the plans and specifications and authorized the advertisement for bids for the SCADA Integration Project. On September 7, 2005, the Purchasing Department received two (2) bids for the project as follows: The Engineer’s Estimate for the construction of the project was $330,000. Staff has reviewed the bids and has found them to be in order. Staff recommends that the Board award the contract for the construction of the SCADA Integration Project to Neal Electric. ENVIRONMENTAL REVIEW: The SCADA Integration Project is a part of the Encina Basin Water Reclamation, Phase II program. A Mitigated Negative Declaration (MND) was prepared for the Phase II project and approved by the Carlsbad City Council on January 25, 2000 under Case No. EIA 99-09, Resolution No. 2000-37. The United States Department of the Interior completed its review of the Phase II project for compliance with the National Environmental Policy Act (NEPA) and formally approved the finding of no significant impact (FONSI) on March 1, 2002. a Page 2 of Agenda Bill No. 602 SCADA INTEGRATION PROJECT (PROJECT NO. 36753) Construction Contract Construction Contingencies Construction Inspection TOTAL PROJECT COST AVAILABLE FUNDS ADDITIONAL APPROPRIATION REQUIRED FISCAL IMPACT: This agenda item is for the award of a construction contract for SCADA Integration. The estimated ESTIMATED COSTS $298,900 $45,000 $36,100 $380,000 $600,000 NONE ds and The SCADA Improvement Project is part of Phase II of the Encina Basin Water Reclamation Program. At this time, construction bids have been received on all but 1 of the 21 construction contracts that comprise the Phase II project. The last remaining project to be awarded is the Mahr Reservoir Improvement Project. The current appropriation for Phase II is $49,676,268, as shown in Table 2. PHASE II, PROJECT NO. 36753. WHEREAS, the Board of Directors of Carlsbad Municipal Water District has determined t necessary, desirable, and in the public interest to construct the SCADA Integration Project for :he Encina Basin Water Reclamation Program, Phase II, Project No. 36753; and WHEREAS, on June 28, 2005, the Board of Directors approved the plans and ;pecifications for the construction of the SCADA Integration Project, Project No. 36753; and WHEREAS, two (2) sealed bids were received on September 7, 2005 for the project; and WHEREAS, the lowest responsive, responsible bid for the project was submitted by Veal Electric, in the amount of $298,900; and WHEREAS, Subsection 3.28.040(~)(6) of the Carlsbad Municipal Code authorizes the 3ity Manager to approve change orders in the amount equal to the contingency set at the time of he bid award. WHEREAS, funding in the amount of $14,790,029 was appropriated for the Carlsbad Nater Recycling Facility Project and SCADA Integration Project, Project No. 36753; and WHEREAS, there are sufficient funds available to construct the project; and NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Carlsbad Municipal Nater District (CMWD) of the City of Carlsbad, California, as follows: 1. 2. That the above recitations are true and correct. That the bid submitted by Neal Electric, in the amount of $298,900, for the :onstruction of the SCADA Integration Project for the Encina Basin Water Reclamation Program, 'hase II Project, is hereby accepted and the Mayor is hereby authorized and directed to execute a :ontract therefor. 3.
