ENG REQUEST FOR APPROPRIATION OF FUNDS FOR THE MAERKLE DAM FLOATING COVER RAINWATER SYSTEM REPLACEMENT DEPT. HEAD j/) g-f^ CITYATTY. V(jj2s CITYMGR. "3)1^ RECOMMENDED ACTION: Adopt Resolution No. 1285 appropriating funds in the amount of $200,000 to perform design and replacement of the drain system on the floating cover of Maerkle Dam. ITEM EXPLANATION: The reservoir behind Maerkle Dam is a 200 million gallon storage facility with a flexible polypropylene floating cover and an asphaltic concrete liner. The floating coyer was installed in 1998 to meet California Department of Health (CDHS) requirements. The cover is 45 millimeters thick and covers a surface area of about 16 acres when the reservoir is full. The major components of the cover include floats for buoyancy, an access system made up of 19 hatches, and a rainwater removal system made up of eight in-sump pumps and approximately 3,600 feet of discharge hoses. This project covers the design and replacement of the rainwater removal system. The system has reached its life expectancy and is experiencing hose leaks and pump failures. Since the reservoir contains treated drinking water, failures of the rainwater systems could expose Carlsbad Municipal Water District (CMWD) to CDHS actions that could result in fines. ENVIRONMENTAL IMPACT: The project is a Class 2 categorical exemption (replacement or reconstruction of existing structures or facilities) and is, therefore, exempt from the environmental review process under provision of the California Environmental Quality Control Act (CEQA). Section 15302(c). FISCAL IMPACT: Staff estimates the cost for preparing design and bid documents, and performing the work at $200,000. Funds are available in the Water Replacement Fund. OPTIONS TO CITY COUNCIL Option 1: Move forward with the project at this time. This will allow for replacement of the equipment. Option 2: Not move forward with the project at this time. The existing system will stay in place and continue to deteriorate. Failures of the system could expose CMWD to CDHS actions. Staff recommends that the project be implemented and that $200,000 from the Water Replacement Fund be allocated to this project. EXHIBITS: 1. 2. Location map. Normal life expectancy for these hoses is usually about 5 to 7 years. The pumps experience a lot of dust and debris, which cause damage to the mechanical elements. I will be putting together a brief presentation for this evening's council meeting and will be present.
