NOTICE OF COMPLETION FOR THE
CONSTRUCTION CONTRACT ON THE CALAVERA
RECYCLED WATER PUMP STATION FOR THE
ENCINA BASIN WATER RECLAMATION PROGRAM,
PHASE II PROJECT, PROJECT NO. 3889-1B

RECOMMENDED ACTION:
Adopt Resolution No. 1291 accepting the construction contract on The Calavera Recycled
Water Pump Station for the Encina Basin Water Reclamation Program, Phase II Project, Project No.
3889-1B as complete, and directing the Secretary to record a Notice of Completion and release bonds in
accordance with State Law and City Ordinances.
ITEM EXPLANATION:
On September 28, 2004, Falcon General Engineering was awarded a contract in the amount of
$1,022,420 for the construction of the Calavera Recycled Water Pump Station for the Encina Basin
Water Reclamation Program, Phase II Project, Project No. 3889-1 B.
Falcon General Engineering completed the pump station work on December 20, 2006. The project
completion was delayed by 399 days because of contractor delays in acquiring pumps and motors and
City delays in converting from a potable to a reclaimed water supply. Staff has inspected the work and
found it to be satisfactory. Staff recommends formal acceptance of the improvements by the Board.
ENVIRONMENTAL IMPACT:
The approval of a Notice of Completion is a ministerial process and is exempt from the requirements of
CEQA pursuant to Section 15268 of the State CEQA Guidelines.

WHEREAS, the construction of the Calavera Recycled Water Pump Station for the Encina

Basin Water Reclamation Program, Phase II Project has been completed to the Carlsbad
Municipal Water District's satisfaction by Falcon General Engineering on December 20, 2006;

I ° WHEREAS, the formal project Notice of Completion has been prepared; and
I1 WHEREAS, all project costs have been established to date.
12 NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Carlsbad Municipal
13 Water District (CMWD) of the City of Carlsbad, California, as follows:
14 1. That the above recitations are true and correct.

2. That the Calavera Recycled Water Pump Station for the Encina Basin Water

Reclamation Program, Phase II Project, specifically identified as Project No. 3889-1 B, is deemed
17
complete and is hereby accepted by the Board of Directors of Carlsbad Municipal Water District
18
of the City of Carlsbad, California.

3. The Secretary of the Carlsbad Municipal Water District is hereby authorized and
directed to execute and record the Notice of Completion for the Calavera Recycled Water Pump
Station for the Encina Basin Water Reclamation Program, Phase II Project, Project No. 3889-1 B.
