"3^ RECOMMENDED ACTION: Adopt Resolution No.1305 accepting bids and awarding the contract to Layfield Environmental Systems Corporation for the Maerkle Reservoir Cover Inspection, Cleaning, Repair, and Rainwater System Upgrade, Project No. 5005. ITEM EXPLANATION: Maerkle Dam is located near the eastern edge of Carlsbad, approximately two miles north of Palomar Airport Road. The reservoir behind Maerkle Dam is a 200 million gallon potable water storage facility with a flexible polypropylene floating cover and an asphaltic concrete liner. The floating cover was installed in 1998 to meet California Department of Health Services (CDHS) requirements. The cover is 45 millimeters thick and covers a surface area of about 16 acres when the reservoir is full. The major components of the cover include floats for buoyancy, an access system made up of 19 hatches, and a rainwater removal system made up of eight in-sump pumps and approximately 2,000 feet of discharge hoses. In 2006, CDHS performed an inspection of the cover and requested certain repair and maintenance activities be undertaken. Project No. 5005 will meet the requirements of the CHDS through an inspection, cleaning, and repair of the floating cover and the replacement and upgrade of the rainwater removal system. The rainwater system has reached its useful life and is experiencing hose leaks and pump failures. Since the reservoir contains treated drinking water, failures of the rainwater systems could cause water contamination and expose Carlsbad Municipal Water District (CMWD) to CDHS actions that could result in fines for non-compliance to State health requirements. On June 19, 2007, through the adoption of Resolution No. 1299, the CMWD Board authorized the advertisement to receive bids for the Maerkle Reservoir Cover, Project No. 5005. On August 7, 2007, one (1) sealed bid was received for the construction of this project, which is summarized below: - - .- • . • , >H CONTRACTOR: v^n^ .*-.: -- 1 . The bid submitted by Layfield Environmental Systems Corporation is 20.5% higher than the Engineer's Estimate. The work involving the floating cover is very specialized. As such, there are very few contractors with experience in this field. Therefore, requesting new bids will not result in an increased number of bidders or a lower construction cost. Staff has completed its review of all documents and finds that they are' in order. Therefore, staff recommends that Layfield Environmental Systems Corporation be awarded the contract. FISCAL IMPACT: The estimated costs associated with this project are summarized in the following table. PROJECT NO. 5005. 5 WHEREAS, the Board has determined it necessary and in the public interest to 6 implement the Maerkle Reservoir Cover Inspection, Cleaning, Repair, and Rainwater System Upgrade, Project No. 5005; and 8 WHEREAS, on June 19, 2007, through the adoption or Resolution No. 1299, the Board 9 approved plans and specifications for furnishing of all labor, materials, tools, equipment, 10 transportation, and other expenses necessary or incidental to the Maerkle Reservoir Cover Inspection, Cleaning, Repair, and Rainwater System Upgrade, Project No. 5005; and WHEREAS, one (1) sealed bid was received on August 7, 2007 by the CMWD for the 12 construction of said project; and 13 WHEREAS, the lowest responsive and responsible bid to construct said project was '^ submitted by Layfield Environmental Systems Corporation, in the amount of $168,693; and 15 WHEREAS, there are sufficient funds available in the Water Replacement Fund to 16 complete the project. 17 NOW, THEREFORE, BE IT RESOLVED by the Carlsbad Municipal Water District Board of the City of Carlsbad, California, as follows: 18 1. That the above recitations are true and correct. 19 2. That the bid in the amount of $168,693 submitted by Layfield Environmental 20 Systems Corporation, for the construction of Maerkle Reservoir Cover Inspection, Cleaning, 21 Repair, and Rainwater System Upgrade, Project No. 5005, is accepted and the President is 22 hereby authorized to execute a contract with Layfield Environmental Systems Corporation. 23 3. That the Executive Manager is hereby authorized to approve construction change orders up to $13,300. 4. That the award of this contract is contingent upon the bidder submitting the 25 lowest responsible bid executing the required contract and submitting the required bonds and pc insurance policies, as described in the contract, within twenty (20) days of adoption of this 27 resolution.
