RECOMMENDED ACTION:
Adopt Resolution No. 1314 ^ to approve plans and specifications, authorize
advertisement of bids, "ancTTncrease appropriation for Rancho Carrillo Water Line Extension,
Project No. 3858.
ITEM EXPLANATION:
The Rancho Carrillo water line extension includes water pipelines located in Rancho Miel,
Paseo Aspada, and an offsite pipeline extending to Melrose Drive, as shown on Exhibit 1. The offsite
pipeline was constructed by the developer of Village "N" through a reimbursement agreement.
Plans and specifications have been completed for the remaining two pipeline extensions, which will
provide a looped pipeline for reliability purposes in the District's 550 bressure zone. The system is
currently in the 700 pressure zone, and by converting the system to 550 pressure zone it will provide
water to homes at a normal pressure. The plans and specifications are on file in the Public Works -
Engineering Department.
ENVIRONMENTAL IMPACT:
The project is exempt from environmental review per Section 15303(d) - utility extensions and
15304(f) - minor trenching and backfilling. No permits are required.
FISCAL IMPACT:
The Engineer's Estimate for the total cost of the Rancho Carrillo Water Line Extension Project is
shown in Table 1.

The additional appropriation required is $59,000 for the construction of the Rancho Carrillo Water Line
Extension project. Sufficient funds are available from the Water Replacement fund.
Staff recommends approval of plans and specificatons, authorize advertisement of bids, and increase
appropriation for Rancho Carrillo Water Line Extension, Project No. 3858.

RESOLUTION NO. 1314
A RESOLUTION OF THE BOARD OF DIRECTORS OF CARLSBAD
MUNICIPAL WATER DISTRICT (CMWD), TO APPROVE PLANS AND
SPECIFICATIONS, AUTHORIZE ADVERTISEMENT OF BIDS, AND
INCREASE APPROPRIATION FOR RANCHO CARRILLO WATER
LINE EXTENSION. PROJECT NO. 3858.
WHEREAS, the Board of Directors of the Carlsbad Municipal Water District, California,
desires to increase water distribution reliability by installing water pipeline extensions within
Rancho Carrillo; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
equipment, transportation, and other expenses necessary or incidental to the Rancho Carrillo
Water Line Extension, Project No. 3858, have been prepared and are on file in the Public Works-
Engineering Department of the City of Carlsbad and are incorporated herein by reference; and
WHEREAS, this project is exempt from environmental review per Section 15303(d) and
15304(f);and
WHEREAS, an appropriation in the amount of $59,000 is needed for completion of the
Project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the plans, specifications, and contract documents for the Rancho Carrillo
Water Line Extension, Project No. 3858, are on file in the Public Works-Engineering Department of
the City of Carlsbad and are hereby approved.
3. That the Finance Director is authorized to appropriate $59,000 from the
Water Replacement fund to cover the cost of the Rancho Carrillo Water Line Extension,
Project No. 3858.
4. The Secretaryof the City of Carlsbad is hereby authorized and directed to publish,
in accordance with State law, a Notice to Contractors Inviting Bids for the construction of the
Rancho Carrillo Water Line Extension, Project No. 3858, in accordance with the plans,
specifications, and contract documents referred to herein.
