[ if-^ RECOMMENDED ACTION: Adopt Resolution No.1328 authorizing the Carlsbad Municipal Water District (District) to apply for a grant from the State of California Department of Water Resources under the Urban Drought Assistance Program for water leak detection equipment, accepting any award and authorizing the Finance Director to appropriate any funds received. ITEM EXPLANATION: The State of California Department of Water Resources is offering grants through the Urban Drought Assistance Grant Program for projects to help urban communities cope with water shortages and drought conditions. The total amount available is $12 million. These projects include conservation, reduction in water use, water quality improvements, and any other projects that will help a local agency fulfill the goal of reducing per capita water use by 20 percent by 2020. With the purchase of leak detection equipment the Carlsbad Municipal Water District will be able to routinely survey the water distribution system for leaks which will reduce water system loses which will help to achieve our reduction of water use of 20 percent. FISCAL IMPACT: The cost of leak detection equipment is $25,500. If funds are approved by the Department of Water Resources the Carlsbad Municipal Water District would receive a grant in the amount of $15,300 toward the purchase. Under the rules of the grant program the applicant is responsible for a minimum of 20 percent "Cost-share". We are requesting a 40 percent cost share which leaves the Carlsbad Municipal Water District responsible for $10,200 of the cost. This money has already been adopted in the fiscal year 2008-09 budget. ENVIRONMENTAL IMPACT: The application for or award of this grant does not qualify as a project under California Environmental Quality Act (CEQA Section 15738) and no environmental review is required. Under the Urban Drought Assistance Program the State of 1 g California will fund 60% of the cost with the District funding the remaining 40%. 19 NOW, THEREFORE, BE IT RESOLVED by the Carlsbad Municipal Water District Board 20 of the City of Carlsbad, California, as follows: 21 1. That the above recitations are true and correct. 22 2. That the Carlsbad Municipal Water District Board accepts any award of grant funds and authorizes the Finance Department to appropriate all received funds to the Water Operations budget. PASSED, APPROVED AND ADOPTED at a Regular Meeting of the Carlsbad Municipal Water District of the City of Carlsbad on the 15tb day of July , 2008 by the following vote, to wit: AYES: Board Members Lewis, Kulcbin, Hall and Nygaard.
