RECOMMENDED ACTION:
Adopt Resolution No. 1330 approving plans and specifications and authorizing the
advertisement for bids for construction of Mitigation Landscape Improvements for Habitat
Revegetation Maintenance and Monitoring Program, Lake Calavera Improvements, Project No. 3821.
ITEM EXPLANATION:
During the environmental review, 2.2 acres of habitat creation and restoration were identified to
mitigate for direct and indirect impacts from the construction of the Lake Calavera Improvements. By
Resolution No. 1293, the Board of Directors awarded construction of the Lake Calavera
Improvements, Project No. 3821 and authorized a professional environmental service agreement with
Planning Systems for environmental monitoring during construction and revegetation phases.
Conditions of approval of the project from the California Department of Fish and Game Streambed
Alteration Agreement require the construction of wetland and non-wetland habitat at eleven locations
within the Lake Calavera property to ensure that impacts to listed species are fully-mitigated.
Creation of habitat areas includes grading, installation of plants, irrigation, and five-year maintenance
monitoring.
ENVIRONMENTAL IMPACT:
The Planning Director has determined that the requested action is consistent with prior CEQA review.
This habitat creation for Habitat Revegetation and Monitoring Program, Lake Calavera Improvements,
Project No. 3821, is required by the Lake Calavera Streambed Alteration Agreement and Incidental
Take Permit.

FISCAL IMPACT:
The estimated costs for the Mitigation Landscape Improvements construction are $247,624, to ensure
compliance with the mitigation requirements. Professional environmental service for environmental
monitoring during revegetation phase is currently encumbered.
The estimated project costs and expenditures for the Lake Calavera Remedial Improvements Project
are shown below in Table 1.

A RESOLUTION OF THE BOARD OF DIRECTORS OF CARLSBAD
3 MUNICIPAL WATER DISTRICT (CMWD), APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING TO ADVERTISE FOR BIDS FOR
4 THE CONSTRUCTION OF MITIGATION LANDSCAPE IMPROVEMENTS
FOR HABITAT REVEGETATION AND MONITORING PROGRAM,
LAKE CALAVERA IMPROVEMENTS. PROJECT NO. 3821.
6 WHEREAS, the Board has determined it necessary and in the public interest to advertize
7 for bids for construction of the Mitigation Landscape Improvements for Habitat Revegetation and
8
Monitoring Program, Lake Calavera Improvements, Project No. 3821; and
9
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
10
equipment, transportation, and other expenses necessary and incidental to the construction of the
11
Mitigation Landscape Improvements for Habitat Revegetation and Monitoring Program,
12
Lake Calavera Improvements, Project No. 3821, have been prepared and are on file in the
13
Engineering Department of the City of Carlsbad and are incorporated by reference herein; and
14
WHEREAS, the conditions of the California Department of Fish and Game Streambed
15
Alteration Agreement No. 1600-2004-0101-R5 require the creation, restoration, maintenance and
16
monitoring for a minimum of 2.2 acres of wetland and non-wetland habitat on the Lake Calavera
17
Improvements, Project No. 3821; and
18
WHEREAS, the project has received the necessary environmental permits from the
19
California Regional Water Quality Control Board and the Department of the Army and an
20
agreement from the California Department of Fish and Game to construct the improvements.
21
WHEREAS, there are sufficient funds currently available to complete Project No. 3821;
22
and
23
NOW, THEREFORE, BE IT RESOLVED by the Carlsbad Municipal Water District Board,
24
as follows:

1. That the above recitations are true and correct.

1 2. That the plans, specifications, and contract documents for the construction of the
2 Mitigation Landscape Improvements for Habitat Revegetation and Monitoring Program,
3 Lake Calavera Improvements, Project No. 3821 , are hereby adopted.
4 3. The Secretary of the Carlsbad Municipal Water District is hereby authorized and
5 directed to publish, in accordance with State law, a Notice to Contractors Inviting Bids for the
construction of the Mitigation Landscape Improvements for Habitat Revegetation and Monitoring
Program, Lake Calavera Improvements, Project No. 3821, in accordance with the plans,
specifications, and contract documents referred to herein.8
