HEAD Cl^VJ CITY ATTY. fo(^ CITY MGR. \JJ~~- RECOMMENDED ACTION: Adopt Resolution No.1353 authorizing the Carlsbad Municipal Water District (District) to advertise for bids for water meter purchases and replacements. ITEM EXPLANATION: The Carlsbad Municipal Water District currently has a total of 27,975 water meters in the water system. Over 90% are smaller meters ranging in size from 5/8 inch to 1 inch; the remaining 10% of meters range in size from 1 1/2 inch up to 8 inches. As meters age, the internal workings of the meter can slow down by up to 10% and accuracy falls off, thereby reducing revenues. Replacement of water meters before they under-register is a best management practice for fiscal health and ensures accurate water accounting. This request to advertise for bids will provide pricing for meter purchases as well as for the meter replacement by contract. This request is part of an overall effort to replace older meters at recommended intervals to ensure that the proper amount of revenue is being collected from customers. According to industry standards, smaller meters that have been in use for 15 years are considered past their useful life, under-register water consumption and are recommended for replacement. For larger meters, the industry standard for replacement is after 7 years of use. A total of 998 new water meters of size 1 1/2 inch up to 8 inches, or 3.5% of the meter inventory, will be replaced. All meters will be purchased and replaced as Manually Read Meters with the capability of future conversion to Automated (AMR) meters with the installation of an electronic reading device. The replacement of these 998 meters will resume the active annual replacement program previously conducted by the district. In future years, replacement efforts are anticipated to be increased up to approximately 1800 meters a year in order to meet the industry standards. FISCAL IMPACT: This phase of the water meter purchase and replacement program has an estimated cost of $400,000. The amount of $400,000 is available in the water operating fund for those expenditures. ENVIRONMENTAL IMPACT: This project is a Class 2 categorical exemption, the replacement of existing utility systems and/or facilities involving negligible or no expansion or capacity, and is therefore, exempt from environmental review pursuant to Section 15302(c) the California Environmental Quality Act (CEQA).
