(fc^_— RECOMMENDED ACTION: Adopt Resolution No. 1366 approving plans and specifications for the construction of Maerkle Pump Station Upgrade Project No. 5009-B. ITEM EXPLANATION: Maerkle Dam reservoir and its auxiliary facilities are located in the northeast part of the City and are a critical part of the potable water supply system for the City. Maerkle Dam reservoir (formerly known as Squires Dam reservoir) was initially constructed in 1963. In the late 1980's and early 1990's, various auxiliary facilities were added, including a 10 million gallon concrete storage tank, transmission pipelines, a 33.5 million gallons per day pump station, and chlorination facilities. In May 2007, staff commissioned a study to evaluate all the facilities at Maerkle Dam reservoir. The study report identified 20 priority items that need replacement to meet current code requirements for health and safety and to maintain reliability of this water supply source. These items were presented to the Board via Agenda Bill No. 645 on December 11, 2007, and are summarized in Exhibit 2. Additional agenda bills will be presented to the Board for consideration when the plans and specifications are completed and appropriate implementation schedule windows are identified. This project involves high priority items 2 and 19. Item 2 replaces and upgrades electrical components at the pump station, such as variable frequency drives, switches, soft starters, controls, relays, lights, etc. The existing pumps were constructed in 1992. The existing units are requiring increased attention to remain operable and have reached the end of their useful life. To minimize the risk of pump failure and inability to deliver water, the existing electrical components need to be replaced. Item 19 provides for improvements at the two existing gates to the site to provide for a more secure site. ENVIRONMENTAL IMPACT: This project is a Class 2 categorical exemption (replacement or reconstruction of existing structures or facilities) and is, therefore, exempt from environmental review pursuant to Section 15302 of the California Environmental Quality Act (CEQA). FISCAL IMPACT: The Engineer's Estimate for the cost to construct the replacements and upgrades to the pump station and gates at Maerkle Facility is shown in the table below. There are also sufficient funds for the remaining items in Exhibit 2. Staff placed this project on the projects' list for economic recovery funding under the California Department of Public Health's Drinking Water Program. Even though this project was listed on the priority list, the economic recovery funding program did not have sufficient funds for the project. Staff recommends approving the plans and specifications and authorizing the City Clerk to advertise for bids for the construction of Maerkle Pump Station Upgrade Project No. 5009-B. This project will be advertised with prevailing wage requirements because it is a CMWD project and not subject to the City of Carlsbad charter regulations. EXHIBITS: 1. Location Map. 2. That the above recitations are true and correct. 20 2. That the plans, specifications, and contract documents for the construction of the 21 Maerkle Pump Station Upgrade Project NO. 5009-B, on file in the Public Works-Engineering 22 Department of the City of Carlsbad are hereby approved. 3.
