(/A RECOMMENDED ACTION: Adopt Resolution No.1384 approving plans and specifications and authorizing the District Secretary to advertise for bids for the Gateway Road and Innovation Way Recycled Water Pipelines, Project No. 5202. ITEM EXPLANATION: The Gateway Road and Innovation Way Recycled Water Pipelines Project will consist of constructing approximately 2,300 linear feet of 8-inch diameter PVC pipe to allow for conversion of existing recycled water pipelines from the interim supply of potable water to the permanent recycled water supply. The additional pipelines will also allow for complete utilization of the recycled water 660 pressure zone system. The pipelines will be constructed using traditional open cut narrow trench excavation. Traffic lane closures will be limited to between 8:30 am to 3:30 pm. All pavement areas will be restored to existing conditions. The work is located within the existing streets, and adjacent properties are industrial zoned parcels. ENVIRONMENTAL IMPACT: This project is categorically exempt from the environmental review process under Section 15282(k) of Title 14 of the California Code of Regulations. FISCAL IMPACT: Total appropriations are $675,000 from Reclaimed Water Funds and $410,000 from Water Replacement Funds. This project will be advertised with prevailing wage requirements as it is funded with reclaimed water and water replacement funds as it is not a City project. EXHIBITS: 1. CARLSBAD ENGINEERING DEPT. 12/17/09 C: \CAPITAL\LOCATION UAPS\5202.DWG 3 1 2 3 4 RESOLUTION NO. 1384 A RESOLUTION OF THE CARLSBAD MUNICIPAL WATER DISTRICT, APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING THE DISTRICT SECRETARY TO ADVERTISE FOR BIDS FOR THE GATEWAY ROAD AND INNOVATION WAY RECYCLED WATER PIPELINES, PROJECT NO. 5202. 5 n WHEREAS, the Board of Directors of Carlsbad Municipal Water District has determined it 6 necessary, desirable, and in the public interest to construct the Gateway Road and Innovation 7 Way Recycled Water Pipelines, Project No. 5202; and 8 WHEREAS, the plans and specifications for furnishing of all labor, materials, tools, 9 equipment, transportation, and other expenses necessary or incidental to said project have been 10 prepared and are on file in the Engineering Department of the City of Carlsbad and are 11 incorporated by reference herein; and 12 WHEREAS, the estimated project cost for the Gateway Road and Innovation Way Recycled Water Pipelines Project is $915,000; and WHEREAS, the appropriation totaling $1,085,000 for the Gateway Road and Innovation Way Recycled Water Pipelines, Project No. 5202, is sufficient to complete the project; and WHEREAS, this project is categorically exempt from the environmental review process 17 18 19 20 21 22 23 24 25 Project No. 5202, in accordance with the plans, specifications, and contact documents referred to 28 herein. under Section 15282(k) of Title 14 of the California Code of Regulations. NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Carlsbad Municipal Water District as follows: 1. That the above recitations are true and correct. 2. That the plans, specifications, and contract documents, on file in the City Engineer's office as described above for the Gateway Road and Innovation Way Recycled Water Pipelines Project No. 5202, are hereby approved. 3.
