RECOMMENDED ACTION:
Adopt Resolution No.1386 authorizing the Carlsbad Municipal Water District
(District) to advertise for bids for water meter purchases and replacements, and Automated Meter
Reading (AMR) endpoint purchases and installations.
ITEM EXPLANATION:
At its June 23, 2009 Board Meeting, the Board approved funding for the Automated Meter Reading
Program Option. Over the next fifteen years, this program will replace aging water meters at
recommended intervals with meters capable of remotely registering water consumption and sensing
leaks in the system. All new and replacement water meters will be equipped with this technology.
The current request is to advertise for bids for the second, third, fourth, fifth and sixth phases of the
project. A total of 12,054 new water meters of size 5/8 inch up to 2 inches, or 43% of the meter
inventory will be replaced over the next five fiscal years.
Phase I, which was completed on December 10, 2009, replaced 998 meters for the majority of
CMWD's commercial and industrial customers. In the very brief period since installations have been
completed, staff estimates that a total of 28 leaks have been detected on the customer's side of the
meter, saving several thousand gallons of water.
One example where the AMR system detected a leak on private property was at a local car wash.
CMWD staff contacted the owner of the car wash when they detected a water leak that was
continuously running over a 24 hour period. Working with the owner, staff was able to locate a broken
sensor on a shut-off valve. Staff estimates that nearly 200,000 gallons of water will be saved over the
billing cycle by finding and repairing the broken valve. In addition, the owner will avoid paying nearly
$1,000 dollars in lost water for that period.
The completion of Phase I eliminated the need to manually read 3 meter routes out of a total of 113
meter routes. Due to safety considerations, two of these routes were previously read on the weekend
and required staff overtime. By replacing the meters in these manually read routes with AMR capable
meters, the safety concerns have been eliminated and will save the District over $14,000 in annual
overtime costs.

Carlsbad Municipal Water District.
FISCAL IMPACT:
The fiscal year 2009-10 Water Operating Budget included funding for the first year of the contract in
the amount of $802,555 for water meters, AMR component purchases and contract services. The five-
year term of the contract will be subject to the Board's yearly appropriation of funds.
The five phases within the contract of the water meter purchase and replacement program has an
estimated cost of $3,966,924.
The Phase I installation eliminated three manually read meter routes and will save the District $14,750
in annual overtime costs. Over the life of the project, the overtime savings from Phase I will be equal
to $177,000. By implementing Phases II-VI, staff estimates that one position may be reduced, from a
current staffing level of 6, for meter reading activities.
ENVIRONMENTAL IMPACT:
This project is a Class 2 categorical exemption, the replacement of existing utility systems and/or
facilities involving negligible or no expansion of capacity, and is therefore, exempt from environmental
review pursuant to Section 15302(c) the California Environmental Quality Act (CEQA).

WHEREAS, the advertisement for bids for water meter purchases and replacements will
enable the Carlsbad Municipal Water District (District) to continue with the purchase and
Q installation of new water meters to replace meters that are not registering accurately; and
WHEREAS, water meter replacements will increase revenues lost due to slow running
meters in the distribution system; and
12 WHEREAS, the District wishes to purchase and replace approximately 12,054 water
13 meters size 5/8 to 2 inches equipped with an Automated Meter Reading (AMR) endpoint; and
14 WHEREAS, the estimated total for the five phases of the project is $3,966,924; and
15 WHEREAS, funding for Phase 2 is available in the Fiscal Year 2009-10 Water Operating
16 budget and funding for Phases 3 through 6 will be subject to the Board's yearly appropriation of
17 funds; and
18 WHEREAS, project plans and specifications are available in the office of the Meter
19 Services Supervisor at Carlsbad Municipal Water District.
