UTILITIES The San Diego County Water Authority has established the Cooperative Communications Program to provide its member agencies and their partners a source of funding for innovative and effective water-related communications programs that they might not otherwise be able to implement. The total amount available is $5,000 per application. These grants provide cost- share funding on a competitive basis. AUTHORIZATION TO APPLY FOR TWO GRANTS FROM THE SAN DlEGO COUNTY WATER AUTHORITY Staff is proposing to apply for two grants for $5,000 each for funding of the production of up to nine short public service announcement (PSA) videos. One grant application will focus on examples of how to conserve water outdoors and the second grant application will focus on how to conserve water indoors. All videos will air on the City's local channel and the videos will also be made available to other interested water agencies. FISCAL IMPACT: The estimated cost of the video productions is $20,000. If grant funds are approved by the San Diego County Water Authority, the District would receive two grants for up to $5,000 each for a total of $10,000 toward the cost of the video productions, leaving the District's share at $10,000 or greater, depending upon the award amount. Under the rules of the grant program, the applicant is responsible for 50 percent of the project; this requirement would be met under the current proposed application. The District's share will be paid from existing Departmental contingencies. ENVIRONMENTAL IMPACT: The application for or award of this grant does not qualify as a project under California Environmental Quality Act (CEQA Section 15738) and no environmental review is required. EXHIBIT 1 RESOLUTION NO. 7389 A RESOLUTION OF THE BOARD OF DIRECTORS OF CARLSBAD MUNICIPAL WATER DISTRICT (CMWD), AUTHORIZING THE APPLICATIONS FOR TWO GRANTS FROM THE SAN DlEGO COUNTY WATER AUTHORITY FOR FUNDING TOWARDS PRODUCTION OF PUBLIC SERVICE ANNOUNCEMENT (PSA) VIDEOS WHEREAS, the Carlsbad Municipal Water District wishes to submit two applications requesting grant funds from the San Diego County Water Authority through its Cooperative Communications Program for the production of public service announcement (PSA) videos; and WHEREAS, production of public service announcement (PSA) videos will enable the Carlsbad Municipal Water District to provide valuable examples of how to conserve water; and WHEREAS, the San Diego County Water Authority will fund up to five thousand ($5,000) of the cost of the video productions for each grant application. NOW, THEREFORE, BE IT RESOLVED by the Carlsbad Municipal Water District Board of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the Carlsbad Municipal Water District Board authorizes the District Assistant General Manager to apply to the San Diego County Water Authority requesting grant funding towards the production of public service announcement (PSA) videos. 3. That the Carlsbad Municipal Water District Board accepts any award of grant funds and authorizes the Finance Department to appropriate all received funds to the Water Operations budget. Brief Description (Limit to about 50 words) The Carlsbad Municipal Water District proposes creating a series of up to four short public service announcement (PSA) videos. The videos will provide valuable examples of how to conserve water indoors. Video topics include: Installing low flow shower heads and take shorter showers Washing full loads of clothes, install high efficiency clothes washer Installing ultra-low flush toilets, check toilets for leaks Washing full loads of dishes, turn off water while hand washing dishes C. Estimated Total Cost $9,100.00 D. Funding Amount Requested $4,550.00 E. In order to be implemented, does this project require Cooperative Communications Program funds? If yes, please explain. Yes. This project is currently not in the Carlsbad Muncipal Water District's budget. F. Schedule of Implementation March 29-April 9: Draft and finalize scripts, identify video crew and host availability April 12 (week of): Film video and obtain B Roll April 19- May 10: Edit, review, finalize and produce videos Mid May: Begin airing on local channel, distribute to other interested water agencies Revised July 28, 2009 *Projects must be completed by June 30,201 0. SECTION TWO COMMUNICATIONS ISSUES TO BE ADDRESSED A. What are the water-related communications issues, challenges, or problems that this project will address? Challenges include reaching a larger audience and changing water use behaviors. B. How will this project solve the water-related the issues, challenges, or problems addressed in the previous question? Currently printed educational information on water conservation is available to Carlsbad Municipal Water District customers on the CMWD Web site. By demonstrating that conserving water is the social norm, providing the amount of water saved from each behavior, and providing examples, viewers will adapt and alter their water use behaviors. The videos airing on the Time Warner City of Carlsbad television channel will reach a larger audience than the one currently visiting the CMWD Web site. C. Is this an issue that is shared by or that may be to other Water Authority member agencies? If Yes, how? Yes. Other agencies will be given access to use these videos illustrate water conservation measures featured in the videos to benefit their customers. D. What audiences (include special publics such as ethnic groups, senior community, etc.) do you believe will be reached with this message? The main objective is to air the PSAs on the Time Warner Carlsbad City Channel television station. Approximately 60 percent of Carlsbad residents have access to the Time Warner channel. SECTION THREE COMMUNICATIONS STRATEGIES TO BE EMPLOYED A. Please describe the scope of work to implement this strategy. Draft video scripts, film, edit, produce, and post videos. The videos will be crafted in a way that maintains a long shelf life and would not be quickly dated by increased water conservation measures. B. How will any materials you develop be distributed? The videos will be routinely aired on the City of Carlsbad'sTime Warner cable channel and links will be made available for viewing on CMWD's Web site, the City of Carlsbad's You Tube Revised July 28, 2009 channel and other social media channels. Copies of the video will be made available upon request to San Diego County Water Authority member agencies. C. Does this strategy substantially duplicate existing programs already available through CWA, MWD, Water Education Foundation, ACWA, AWWA, or another agency? If so, how could this program be more effective than those other programs? Locally tailored videos will be more effective than those produced for a different geographic audience. To our knowledge, SDCWA and local water agencies do not have short water saving demonstration videos. D. What is the timeline for implementing the project? If funding is approved, the videos would be scheduled to begin airing on City of Carlsbad television channel, posted on the CMWD Web site, the City of Carlsbad's You Tube channel and distributed to other interested water agencies in May 201 0. E. Please provide details about how funds will be used to implement this strategy. Funds will be used to pay for communication consultant's time to develop video script, manage video filming and video crew costs. See attached spreadsheet for cost breakdown.
