DIRECTOR CITY ATTORNEY CITY MANAGER RECOMMENDED ACTION: Adopt Resolution No. 1394 authorizing the Carlsbad Municipal Water District (District) to apply for a grant from the U.S. Department of Interior, Bureau of Reclamation under the WaterSmart: Water and Energy Efficiency Grant Program automated meter reading water meters and equipment programmed with leak detection technology. ITEM EXPLANATION: The U.S. Department of Interior, Bureau of Reclamation is offering WaterSmart: Water and Energy Efficiency Grants, for projects that result in quantifiable and sustained water savings or improve water management. These grants provide cost-shared funding on a competitive basis for on-the-ground construction projects that will help leverage water sustainability and create more efficient use of water through conservation. The total available funding for the western United States is $10,000,000 with a total award amount not to exceed $300,001 per project. Applications will be ranked and selected according to their merit without consideration of the dollar amount requested. Applicant cost sharing in excess of 50 percent will be more favorably ranked during the selection process. All projects must be completed by September 30, 2012. The due date for applications is May 4, 2010. Projects eligible for this grant funding include those that seek to conserve and use water more efficiently, increase the use of renewable energy, protect endangered or threatened species, facilitate water markets, or carry out other activities to address climate-related impacts on water or prevent any water-related crisis or conflict. Projects that repair or replace existing infrastructure with like replacements that do not improve efficiency or effectiveness of water distribution over the expected life of the improvement are not eligible for funding. The grant funding would enable staff to retrofit 2,522 water meters of size 5/8 inch to 2 inches. The upgraded water meter can be read using radio waves and is equipped with acoustic leak detection technology for monitoring leaks allowing for real-time leak detection within the entire water system. Detecting leaks when they occur allows water to be conserved and for customers and for the District to minimize water waste. Quickly repairing known leaks also reduces large emergency capital repairs. The program meets the grant criteria for eligibility and can be completed with the prescribed grant timelines. FISCAL IMPACT: The Board has approved the Automated Replacement Program based on yearly appropriation of funds. The applications for grant funding would involve fiscal year 2009/2010. Funding has been appropriated for this fiscal year. The grant funding would offset the cost of this fiscal year as shown in the following table. That the above recitations are true and correct. 19 2.
