CONSTRUCTION OF MAERKLE RESERVOIR
COVER INSPECTION, CLEANING, REPAIR AND
RAINWATER SYSTEM UPGRADE,

RECOMMENDED ACTION:
Adopt Resolution No. 1401 accepting the contract for construction of the Maerkle Reservoir Cover
Inspection, Cleaning, Repair and Rainwater System Upgrade, Project No. 5005 as complete, and directing the
Secretary to record a Notice of Completion and release bonds in accordance with State Law and City
Ordinances.
ITEM EXPLANATION:
On September 1, 2007, the Carlsbad Municipal Water District (CMWD) awarded a contract to Layfield
Environmental Systems Corporation in the amount of $168,693 for the construction of the Maerkle Reservoir
Cover Inspection, Cleaning, Repair and Rainwater System Upgrade, Project No. 5005.
Layfield Environmental Systems Corporation completed the work on May 16, 2008. The final change order was
executed on June 7, 2010. Staff has inspected the work and found it to be satisfactory. Staff recommends
acceptance of the improvements by the Board.
ENVIRONMENTAL IMPACT:
The project is exempt from environmental review per CEQA Guidelines Section 15302(c) - replacement or
reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity.

A RESOLUTION OF THE BOARD OF DIRECTORS OF
3 CARLSBAD MUNICIPAL WATER DISTRICT (CMWD),
ACCEPTING THE CONTRACT FOR CONSTRUCTION OF THE
4 MAERKLE RESERVOIR COVER INSPECTION, CLEANING,
REPAIR AND RAINWATER SYSTEM
5 UPGRADE. PROJECT NO. 5005. AS COMPLETE.
6 WHEREAS, the construction of the Maerkle Reservoir Cover Inspection, Cleaning, Repair
7 and Rainwater System Upgrade, Project No. 5005, has been completed to Carlsbad Municipal
8 Water District's satisfaction by Layfield Environmental Systems Corporation on May 16, 2008;
and
10 WHEREAS, the final change order was executed on June 7, 2010; and
WHEREAS, the formal project Notice of Completion has been prepared; and
WHEREAS, all project costs have been established to date.
13 NOW, THEREFORE, BE IT RESOLVED by the Carlsbad Municipal Water District Board
14 of the City of Carlsbad, California, as follows:
15 1. That the above recitations are true and correct.
16 2. That the Maerkle Reservoir Cover Inspection, Cleaning, Repair and Rainwater
17 System Upgrade, specifically identified as Project No. 5005 is deemed complete and is hereby

3. That the Secretary of the Board is hereby authorized and directed to execute and19
