ITEM EXPLANATION: On February 17, 2011, the CMWD will be submitting two applications for grant funding from the U. S. Bureau of Reclamation's WaterSMART: Water and Energy Efficiency Grants for FY 2011. The two applications include funding requests for the following projects: 1) Pressure Control Hydroelectric Facility, Project No. 5025, and 2) Automated Meter Replacement Program. On September 22, 2009, through adoption of Resolution No. 1376, the Board approved a professional engineering services agreement with Carollo Engineers for preliminary design, preparation of plans and specifications, construction support, and startup services of a Pressure Control Hydroelectric Facility (PCHF) for Carlsbad Municipal Water District (CMWD). The PCHF would have the benefits of generating electrical power that will produce annual revenue, and reduce CMWD's carbon footprint by recovering valuable renewable energy. Carollo Engineers completed the first task, a Technical Memorandum presenting detailed information on the two alternatives available for the PCHF, and a preliminary project cost estimate in the range of $1.2 million to $1.5 million. The project is now in final design. The Automated Meter Replacement Program retrofits CMWD water meters enabling them to provide customer consumption information using radio waves rather than through manual meter read. The new meters are also equipped with acoustic leak detection technology for monitoring leaks, allowing real-time leak detection within the entire water system. GRANT Application - In December 2010, the Federal Department of the Interior, Bureau of Reclamation (BUREC) issued a grant application request under the Department's WaterSMART (Sustain and Manage America's Resources for Tomorrow) program. A total of $27 million is available for grants. The submittal deadline is February 17, 2011. Through WaterSMART Grants, the BUREC provides a grant up to 50 percent of the total project cost. Funding is on a competitive basis for on- the-ground water conservation and energy efficiency construction projects, and will be awarded in two groups: Funding Group I: Federal funds for awards of up to $300,000 per project. Funding Group II: Federal funds for awards between $300,001 to $1,000,000 per project. One grant would be applied toward the PCHF and the other would be applied toward the automated meter reading program. To obtain the grants the BUREC requires the following: • The identity of the official with legal authority to enter into agreement. We are recommending the Executive Director or Utilities Director. • The CMWD Board of Directors supports the application submitted. • The capability of the CMWD to provide the amount of funding and/or in-kind contributions specified in the funding plan. • That the applicant will work with Bureau of Reclamation to meet established deadlines for entering into a cooperative agreement. ENVIRONMENTAL IMPACT: Application for grant funds does not qualify as a "project" under the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15378, as it does not result in a direct or reasonable foreseeable indirect physical change in the environment. The hydroelectric facility and meter replacement projects will be subject to CEQA upon final design and all applicable CEQA documents will be processed and filed prior to adoption of the project's plan and advertisement for construction. FISCAL IMPACT: Funding for the PCHF project has previously been appropriated in the amount of $2,000,000 from the Water Replacement Fund. Sufficient funds are available for the completion of the project design and construction. The application for grant funding would be for fiscal year 2010/11. Funding has been appropriated for this fiscal year. The grant funding would offset the cost of this fiscal year as shown in Table 2.
