RECOMMENDED ACTION:
Adopt Resolution No. 1427 appointing one individual to represent the Carlsbad
Municipal Water District as a member of the San Diego County Water Authority (SDCWA) Board
of Directors.
ITEM EXPLANATION:
Former Mayor Claude Lewis has submitted his resignation as a representative of the Carlsbad
Municipal Water District to the San Diego County Water Authority Board of Directors. The vacated
term expires June 16, 2014. One appointment, therefore, is needed to fill the remainder of the
unexpired term.
NOTE: Members of the San Diego County Water Authority are subject to the provisions
of the Political Reform Act, and must file a Statement of Economic Interests.

Pursuant to Public Resources Code section 21065, this action does not constitute a
"project" within the meaning of CEQA in that it has no potential to cause either a direct
physical change in the environment, or a reasonably foreseeable indirect physical
change in the environment, and therefore does not require environmental review.

RESOLUTION NO. 1427
A RESOLUTION OF THE CARLSBAD MUNICIPAL WATER
DISTRICT BOARD OF DIRECTORS, APPOINTING ONE
MEMBER TO REPRESENT THE CARLSBAD MUNICIPAL
WATER DISTRICT AS A MEMBER OF THE SAN DIEGO
Authority (SDCWA) Board of Directors; and
WHEREAS, the vacated term expires June 16, 2014.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the
Carlsbad Municipal Water District, as follows:
14 1. That the above recitations are true and correct.

2. That the Board of Directors of the Carlsbad Municipal Water District does

hereby accept the resignation of Claude Lewis from the San Diego County
Water Authority (SDCWA) Board.18
3. That The following person is hereby appointed to serve as representative of
the Carlsbad Municipal Water District on the San Diego County Water
Authority Board, for a term to expire June 16, 2014:

PASSED, APPROVED AND ADOPTED at a Special Meeting of the Board of
Directors of the Carlsbad Municipal Water District of the City of Carlsbad on the 27th day
of September 2011, by the following vote to wit:
AYES: Board Members Hall, Kulchin, Blackburn, Douglas, Packard.
NOES: None.
ABSENT: None.
