RECOMMENDED ACTION:
Adopt Resolution No. 1442 for the award of the construction contract for the Rancho Carlsbad
Pressure Reducing Station and Meter Replacement, Project No. 5020.
ITEM EXPLANATION:
The Rancho Carlsbad Pressure Reducing Station (PRS) and Meter Replacement Project is located
along El Camino Real just north of Rancho Carlsbad Drive, as shown on Exhibit 1, Location Map. It
was constructed in the early 1970's to provide water to the entire Rancho Carlsbad Mobile Home Park
Association. The existing facility is near the end of its useful life and needs to be replaced to continue
to provide safe and reliable water service. The new flow meter will include Automated Meter Reading,
(AMR) technology.
On March 27, 2012, the Board of Director's adopted Resolution No. 1440, which approved the
plans and specifications, and authorized the advertisement for bids for the Rancho Carlsbad PRS and
Meter Replacement, Project No. 5020. Plans and specifications for the project are on file in the Utilities
Department, Engineering Division. The Engineer's Estimate for the project was $250,000. On May 8,
2012, the Utilities Department received nine (9) sealed bids as follows:

All bid documents submitted by the apparent lowest bidder, Piperin Corporation, have been reviewed
by staff and were found to be in order.
Based on the above. Staff recommends awarding the contract to the lowest responsible bidder,
Piperin Corporation, for the total bid amount of $195,000.
FISCAL IMPACT:
Rancho Carlsbad PRS and Meter Replacement, Project No. 5020 is part of the Capital Improvement
Program to rehabilitate or replace five pressure reducing stations. Funds in the amount of $1,102,000
have been appropriated from the water replacement fund for Project No. 5020. The Engineer's
Estimate for Rancho Carlsbad PRS and Meter Replacement Project is $280,000. The total estimated
project cost is shown in Table 1:

ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA
Guidelines Section 15301(b) - minor alteration of existing facilities of public utility services involving
negligible or no expansion.

RESOLUTION NO. 1442
A RESOLUTION OF THE BOARD OF DIRECTORS OF
CARLSBAD MUNICIPAL WATER DISTRICT (CMWD), FOR
ACCEPTING BIDS AND AWARDING THE CONTRACT TO
PIPERIN CORPORTATION FOR THE RANCHO CARLSBAD
PRESSURE REDUCING STATION AND METER
REPLACEMENT. PROJECT NO. 5020.
WHEREAS, the Board of Directors of the Carlsbad Municipal Water District, Carisbad,
California, desires to replace and upgrade the Rancho Carlsbad Pressure Reducing Station (PRS)
and Meter Replacement; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools, equipment,
transportation, and other expenses necessary or incidental to the Rancho Carlsbad PRS and Meter
Replacement, Project No. 5020, have been prepared and are on file in the Utilities Department,
Engineering Division, of the City of Carlsbad and are incorporated herein by reference; and
WHEREAS, the project is exempt from the California Environmental Quality Act (CEQA) per
State CEQA Guidelines Section 15301(b) - minor alteration of existing facilities of public utility services
involving negligible or no expansion; and
WHEREAS, the Engineer's Estimate for the Rancho Carlsbad PRS and Meter
Replacement, Project No. 5020, is a total of $280,000 and the appropriation from the Water
Replacement Fund is sufficient for the project; and
WHEREAS, the Rancho Carlsbad PRS and Meter Replacement is part of a program to
replace five pressure reducing stations and there are sufficient funds available for this project; and
WHEREAS, on March 27, 2012, the Board of Directors of Carlsbad Municipal Water,
Resolution No. 1440, has previously approved plans for construction of the Rancho Carlsbad PRS
and Meter Replacement, Project No. 5020; and
WHEREAS, nine (9) sealed bids were received on May 8, 2012, by the District for the
construction of said project; and
WHEREAS, the lowest responsive and responsible bid to construct said project was
submitted by Piperin Corporation in the amount of $195,000; and

1 WHEREAS, there are sufficient funds currently appropriated for Project No. 5020 to
2 complete the project; and
3 WHEREAS, Subsection 3.28.040(C)(6) of the Carlsbad Municipal Code authorizes the
4 Executive Manager to approve change orders in the amount equal to the contingency set at the
5 time of project award.
6 NOW, THEREFORE, BE IT RESOLVED by the Carlsbad Municipal Water District Board
7 of the City of Carlsbad, California, as follows:
8 1. That the above recitations are true and correct.
9 2. That the bid of $195,000 submitted by Piperin Corporation for the for the Rancho
10 Carlsbad PRS and Meter Replacement, Project No. 5020, is accepted and the President is hereby
11 authorized to execute a contract with Piperin Corporation, for Project No. 5020.
12 3. That the Executive Manager is hereby authorized to approve construction change
13 orders up to $40,000.
14 4. That the award of this contract is contingent upon the bidder submitting the lowest
15 responsible bid executing the required contract and submitting the required bonds and insurance
16 policies, as described in the contract, within twenty (20) days of adoption of this resolution.
17 The Executive Manager may grant reasonable extensions of time.

of June, 2012, by the following vote to wit:
