UTIL AWARD OF CONTRACT FOR THE SANTA FE RESERVOIR DRAINAGE AND CRIBWALL IMPROVEMENTS, PROJECT NO. 5031 DEPT. DIRECT CITY ATTORNEY CITY MANAGER RECOMMENDED ACTION: Adopt Resolution No. 1447 for the award of the construction contract for the Santa Fe II Resen/oir Drainage and Cribwall Improvements, Project No. 5031. ITEM EXPLANATION: The Santa Fe II Reservoir is located in the City of San Marcos. Access to the site is obtained by proceeding south along White Sands Drive from San Marcos Boulevard to Coast Avenue, as shown on Exhibit 1 Location Map. The reservoir was constructed in 1986 and has a storage capacity of 9.0 million gallons. The existing tank is 220 feet in diameter and 32 feet tall. The majority of the reservoir was buried by using a cribwall along the northwesterly side of the reservoir. A geotechnical review was performed in 2011, and determined that the existing cribwall had settled at several locations as much as eight feet. The existing drainage system also failed and surface runoff caused extensive erosion of the slopes below the reservoir. To correct the cribwall and drainage facilities, staff prepared plans and specifications to remove the upper 15 foot layer of the existing cribwall entirely and the lower portion of the cribwall will be repaired. The area above the lower layer cribwall will be re-graded and a new drainage system will be incorporated. The newly exposed exterior wall surface of the tank will be painted. In addition, the project includes replacing the existing compromised perimeter site fence for site security. The new fencing will use a miniature mesh "Secure Guard" to prevent climbing and reduce potential for cutting the fence material. On July 24, 2012, the Board of Director's adopted Resolution No. 1445, which approved the plans and specifications, and authorized the advertisement for bids for the Santa Fe II Reservoir Drainage and Cribwall Improvements, Project No. 5031. Plans and specifications for the project are on file in the Utilities Department, Engineering Division. The Engineer's Estimate for the project was $500,000. All bid documents submitted by PAL General Engineering have been reviewed by staff and were found to be in order. Based on the above, staff recommends awarding the contract to the lowest responsible bidder, PAL General Engineering, for the total bid amount of $386,535. FISCAL IMPACT: Santa Fe II Reservoir Drainage Improvements, Project No. 5031 is part of the Capital Improvement Program. Funds in the amount of $645,000 have been appropnated from the water replacement fund for Project No. 5031. The total estimated project cost for the Santa Fe II Reservoir Drainage and Cribwall Improvements, Project No. 5031 is $516,535. PROJECT NO. 5031. WHEREAS, the Board of Directors of the Cartsbad Municipal Water Distrtct, Cartsbad, California, desires to repair and upgrade the Santa Fe II Reservoir Drainage and Cribwall Improvements; and WHEREAS, the plans and specifications for furnishing of all labor, materials, tools, equipment, transportation, and other expenses necessary or incidental to the Santa Fe II Reservoir Drainage Improvements, Project No. 5031, have been prepared and are on file in the Utilities Department, Engineering Division, of the City of Carlsbad and are incorporated herein by reference; and WHEREAS, the project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15301(b) - minor alteration of existing facilities of public utility services involving negligible or no expansion; and WHEREAS, on July 24, 2012, the Board of Directors of Cartsbad Municipal Water, approved Resolution No. 1445, which approved plans for the construction of the Santa Fe II Reservoir Drainage and Crtbwall Improvements, Project No. 5031; and WHEREAS, sixteen (16) sealed bids were received on September 5, 2012, by the Distrtct for the construction of said project; and WHEREAS, the lowest responsive and responsible bid to construct said project was submitted by PAL General Engineering in the amount of $386,535; and WHEREAS, the total estimated project cost for the Santa Fe II Reservoir Drainage and Crtbwall Improvements, Project No. 5031, is a total of $516,535 and the appropriation from the Water Replacement Fund in the amount of $645,000 is sufficient for the project; and /// /// /// 1 WHEREAS, there are sufficient funds currently appropriated for Project No. 5031 to 2 complete the project; and 3 WHEREAS, Subsection 3.28.040(C)(6) of the Cartsbad Municipal Code authorizes the 4 Executive Manager to approve change orders in the amount equal to the contingency set at the 5 time of project award. 6 NOW, THEREFORE, BE IT RESOLVED by the Cartsbad Municipal Water District Board 7 of the City of Cartsbad, California, as follows: 8 1. That the bid of $386,535 submitted by PAL General Engineertng for the for the 10 Santa Fe II Reservoir Drainage and Cribwall Improvements, Project No. 5031, is accepted and the 11 President is hereby authorized to execute a contract with PAL General Engineering, for Project No. 12 5031. 13 3. That the Executive Manager is hereby authorized to approve construction change 14 orders up to $40,000. 15 4.
