DIRECTOR CITY ATTORNEY CITY MANAGER RECOMMENDED ACTION: Adopt Resolution No. 1448 approving plans and specifications and authorization to advertise for bids for the Ellery, Elm and Skyline Steel Water Tanks Interior and Exterior Coating and Structural Repairs, Project No. 5024. ITEM EXPLANATION: The Carisbad Municipal Water District (CMWD) owns operates and maintains eleven (11) potable water distribution reservoirs plus seven (7) reservoirs which are used for either recycled water or surface water storage. In 2012 CMWD prepared a Distribution Reservoirs Repair and Maintenance Program. As part of the reservoir repair and maintenance program, the following three reservoirs are scheduled for new interior and exterior coatings and structural repairs. The Ellery Tank is located north of Chestnut Avenue and access to the site is obtained from Janis Way, as shown on Exhibit 1 Location Map. The Ellery Tank is 194 feet in diameter and 22.5 feet in height with a cone roof and a capacity of 5.0 million gallons. The Ellery Tank was constructed in 1972. The exterior of tank was last over-coated in 1996 and the interior of tank was last recoated in 1996. The Elm Tank is located north of Carisbad Village Drive with access to the site obtained from Donna Drive, as shown on Exhibit 1 Location Map. The Elm Tank is 106 feet in diameter and 22.5 feet in height with a cone roof and a capacity of 1.5 million gallons. The Elm Tank was constructed in 1972. The exterior of tank was last over-coated in 1998 and the interior of tank was last recoated in 1998. The Skyline Tank is located south of Tamarack Avenue with access to the site obtained from Skyline Road, as shown on Exhibit 1 Location Map. The Skyline Tank is 106 feet in diameter and 22.5 feet in height with a cone roof and a capacity of 1.5 million gallons. The Skyline Tank was constructed in 1972. The exterior of tank was last over-coated in 1995 and the interior of tank was last recoated in 1995. The appearance of corrosion is emphasized by the formation of rust bleed staining. The existing interior coating of all three tanks will be removed and replaced with a zinc / polyamidoamine epoxy coating. • On the Elm and Skyline tanks a second 36" X 36" roof hatch will be installed to meet current standards. • On all three tanks, to comply with Occupational Safety & Health Administration (OSHA) requirements, a new exterior steel ladder with safety cage plus handrailing mounted offset from the roof hatchway will be installed, plus a 30-inch diameter manway will be added on the tank wall for access. • To comply with California Department of Public Health (CDPH) requirements, the roof vent screens on all three tanks will be replaced to prevent contamination from birds, bats and insects, and a %" sample tap will be installed on each tank. • On the Ellery and Skyline Tanks one tamper-proof aluminum vent will be installed to insure continued compliancy with California Department of Public Health requirements and to satisfy security concerns as detailed in HR 3448, typical bio-terrorism prevention requirements. • All three tanks have severely corroded earthquake rods that are attached to the roof beams which will be replaced, the caulking and backer rod at the tank / concrete ringwall interface will be replaced, the liquid level indicator board will be replaced, and minor spot repairs will be performed. The interior and exterior coatings on all three tanks will be inspected by a National Association of Corrosion Engineers (NACE) Certified Inspection services firm. Staff is issuing a "Request for Proposals" for this inspection work and the consultant will be selected based on an estimated budget established at $100,000. FISCAL IMPACT: The reservoir repair and maintenance program, Project No. 5024, includes rehabilitation of nine steel tanks and three concrete tanks. Funds in the amount of $3,035,000 have been appropriated from the water replacement fund for Project No. 5024. The Engineer's Estimate, for the construction contract, for the rehabilitation of Ellery, Elm and Skyline tanks is $1,000,000. The total estimated project cost is shown in Table 1: TABLE 1 - Ellery, Elm, and Skyline Reservoir Repair / Maintenance, Project No. 5024 Item Description Total Cost Ellery, Elm and Skyline Water Tank Interior and Exterior Coating & Misc.
