DIRECTOR [j^y^ CITY ATTORNEY fUC^ CITY MANAGER RECOMMENDED ACTION: Adopt Resolution No. 1463 approving and authorizing an increase in the contingency for the "Dl" and "D2" Steel Water Tanks Interior and Exterior Coating and Miscellaneous Repairs, Project No. 5024. ITEM EXPLANATION: On February 28, 2012, the Board of Directors adopted Resolution No. 1436 awarding a contract to Advanced Industrial Services for the "Dl" and "D2" Steel Water Tanks Interior and Exterior Coating and Miscellaneous Repairs. The work started in May 2012 with an anticipated completion Winter 2013. The "Dl" Steel Water Tank Interior and Exterior Coating and Repairs has been completed. Work is currently unden/vay on the "D2" Steel Water Tank. As part of the work, severely corroded earthquake rods that are attached to the roof beams are scheduled to be replaced. However, during sandblasting of the "D2" Tank roof beams, unanticipated corrosion was discovered in the existing beams to a point that they must be replaced to prevent the roof from collapsing. In order to complete the interior and exterior coating and repairs in accordance with the contract plans and specifications, it is necessary to replace several roof rafters and beams to mitigate these unanticipated steel corrosion conditions. Upon discovery of the extensive corrosion, staff began working with the Contract Engineer to develop a solution. The recommendations developed include replacing twenty interior rafters, four WT7 X 15 beams, and the dollar plate and "1" beam support and nine external rafters. Implementation of these mitigation measures will allow Advanced Industrial Services to continue interior and exterior coating and miscellaneous repairs in accordance with the contract plans and specifications. ENVIRONMENTAL IMPACT: The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15301(b) - minor alteration of existing facilities of public utility services involving negligible or no expansion. This table reflects increasing the construction contingency budget by $134,000. This increase is being requested because the dollar amount of change orders anticipated including the change order necessary to mitigate the extensive corrosion issues discussed above exceeds the original change order authorization of $66,000. The Engineer's Estimate for the "D1" and "D2" Interior and Exterior Coating and Miscellaneous Repairs, Project Nos. 5024, is a total of $799,800 and the appropriation from the Water Replacement Fund is sufficient for the project. WHEREAS, on February 28, 2012, the Board of Directors of the Carlsbad Municipal Water District, Carlsbad, California, through Resolution No. 1436, awarded the contract for construction ofthe "Dl" and "D2" Interior and Exterior Coating and Miscellaneous Repairs, Project Nos. 5024, to Advanced Industrial Services; and WHEREAS, unforeseen conditions including extensive corrosion were discovered on the "D2" tank in the field which require replacement of the roof rafters and beams; and WHEREAS, it has been determined to be necessary to increase the construction contingency for the "Dl" and "D2" Interior and Exterior Coating and Miscellaneous Repairs, Project Nos. 5024, by an amount of $134,000; and WHEREAS, the Executive Manager was previously authorized to approve change orders up to $66,000 and will now be authorized to approve change orders up to $200,000 for the "Dl" and "D2" Interior and Exterior Coating and Miscellaneous Repairs, Project Nos. 5024; and WHEREAS, funds are available in the existing project budget to cover the contingency increase of $134,000. NOW, THEREFORE, BE IT RESOLVED by the Carlsbad Municipal Water District Board of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2.
