PW-PEM AMENDMENT TO INCLUDE TWO CARLSBAD CITY MGR. 3^ MUNICIPAL WATER DISTRICT PROPERTIES 3^ ofthe Carlsbad Municipal Water District and Resolution RECOMMENDED ACTION: Adopt Resolution No. 1480 No. 2013-238 of the City of Carlsbad authorizing approval of the Listing of Underutilized Properties and amendment to include Maerkle Reservoir Expansion Property (APN 169-500-05) located in Carlsbad, California, and Pajama Drive Property (APN 149-070-47) located in Oceanside, California. ITEM EXPLANATION: The City of Carlsbad and Carlsbad Municipal Water District (CMWD) each own a considerable portfolio of real property. Due to the size and value ofthe property portfolios and the changing needs ofthe city and CMWD, staff periodically evaluates properties within the portfolios to identify those properties with potential revenue generation opportunities that will increase their value to the city or the CMWD. At a special meeting workshop held on August 21, 2012, the City Council and CMWD Board jointly considered a list of selected properties (now referred to as the Listing of Underutilized Properties) for revenue generation opportunities. Staff recommends formal adoption ofthe Listing of Underutilized Properties to facilitate exploration of leasing and sale options for these underutilized properties (Exhibit 3). Recently, staff identified two additional CMWD owned properties that warrant consideration to be added to the Listing of Underutilized Properties. The two properties include the Maerkle Reservoir Expansion Property, located along the eastern boundary ofthe City of Carlsbad and the Pajama Drive Property, located in the north central portion of Oceanside, California. Staff is requesting that the CMWD Board authorize inclusion of these two properties into the Listing of Underutilized Properties. A more detailed discussion ofthe location, history and issues surrounding these two properties is described below. Maerkle Reservoir Expansion Propertv The Maerkle Reservoir Expansion Property is a 55.7 acre property located generally east of El Camino Real and north of Palomar Airport Road along the City of Carlsbad border with Vista and San Marcos. Maerkle Reservoir is situated immediately south ofthe Expansion Property on a separate 53 acre parcel and serves as the main water storage facility for the CMWD (see Exhibits 4 and 5). However, after adoption ofthe Carlsbad Growth Management Plan, the additional CMWD water storage capacity was no longer necessary. Given the size, location and elevation ofthe property, the site retains its potential for use as a future water infrastructure facility. Currently the site is being considered as a potential location for a regional recycled water storage facility. Such a facility would be built as part ofthe proposed North San Diego County Regional Recycled Water Project. Implementation ofthe project, if it occurs at all, is projected to begin 10 to 30 years into the future. Until such plans become a reality, staff believes there is an opportunity to generate revenue through interim use of the property for a solar power farm. Staff is requesting Board authorization to investigate potential solar farm leasing options. If such a request is approved, staff will evaluate options and return to the CMWD Board with recommendations. Paiama Drive Propertv Pajama Drive is located in a residential neighborhood in Oceanside, California. It originally served as a water storage facility for the Costa Real Water District, which was subsequently ceded to the CMWD. The site is no longer used and has been cleared of existing infrastructure. The property, which is 1.55 acres in size, is zoned Residential Estate with 1.0 unit allowed per acre (see Exhibits 6 and 7). The property is located within the City of Oceanside and is subject to the land use laws of that jurisdiction. Based on its limited utility to the CMWD, staff is requesting Board authorization to explore other uses for the property, including a potential sale. If approved, staff will evaluate options and return to the CMWD Board with recommendations. FISCAL IMPACT: The fiscal impact is unknown at this time; however, any revenue created from the use or sale of property would accrue to the Carlsbad Municipal Water District. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code Section 21065, the action to authorize additions to the listing of underutilized properties to be considered for lease or sale does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review.
