DEPT. j:a5. 08-26-14 PW-UTIL ADOPTION OF RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS AND AUTHORIZING THE SECRETARY TO THE BOARD TO ADVERTISE FOR BIDS FORTHE RECYCLED WATER PHASE III PIPEUNE EXPANSION SEGMENT 18, LOCATED ON PALMER WAY AND IMPALA DRIVE, PROJEa NO. 5208 DEPT. COUNSEL CITY MGR. tf3 RECOMMENDED ACTON: Adopt Resolution No. 1497 approving the plans and specifications and authorizing the Secretary to the Board to advertise for bids for the Recycled Water Phase III Pipeline Expansion Segment 18, located on Palmer Way and Impala Drive, Project No. 5208. ITEM EXPLANATION: The project is located along Palmer Way and extends north from Faraday Avenue to Impala Drive and along Impala Drive to Orion Street. The project is part of the Phase III Recycled Water Project. The pipeline includes the construction of approximately 700 linear feet of 8-inch diameter and 1,500 linear feet of 6-inch diameter polyvinyl chloride (PVC) pipeline and 13 recycled water services. Recycled water in this pipeline segment will be used for landscape irrigation. Staff recommends approving the plans and specifications and authorizing the Secretary to the Board to advertise for bids for the construction of Recycled Water Phase III Pipeline Expansion Segment 18, Project No. 5208. FISCAL IMPAa: An Engineer's Estimate ofthe construction cost of Recycled Water Phase III Pipeline Expansion Segment 18, Project No. 5208 was prepared and totals $450,000. The project's construction contract will be with CMWD. A summary of estimated construction costs and available funds is shown in Table 1. ENVIRONMENTAL IMPAa: An environmental impact assessment was conducted for the Phase III Recycled Water Project, and a Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program was approved by the Board through Resolution No. 1455, on November 27, 2012. Location Map 1 RESOLUTION NO. 1497 2 A RESOLUTION OF THE BOARD OF DIRECTORS OF CARLSBAD MUNICIPAL WATER DISTRICT (CMWD), APPROVING THE PLANS AND SPECIFICATIONS AND AUTHORIZING THE SECRETARY OF 4 THE BOARD TO ADVERTISE FOR BIDS FOR RECYCLED WATER PHASE III PIPEUNE EXPANSION SEGMENT 18, LOCATED ON 5 PALMER WAY AND IMPALA DRIVE, PROJECT NO. 5208 6 y WHEREAS, the Board of Directors of the Carlsbad Municipal Water District, California 8 has determined it necessary, desirable, and in the public interest to install approximately 700 9 linear feet of 8-inch diameter and 1,500 linear feet of 6-inch diameter polyvinyl chloride (PVC) pipeline and 13 recycled water services.; and WHEREAS, the plans and specifications for furnishing of all labor, materials, tools, equipment, transportation, and other expenses necessary or incidental of said project have been prepared and are on file in the Utilities Department of the City of Carlsbad and are incorporated by reference herein; and WHEREAS, an environmental impact assessment was conducted for the Phase III 10 11 12 13 14 15 16 j7 Recycled Water Project, and a Mitigated Negative Declaration and Mitigation Monitoring and 18 Reporting Program was approved by the Board through Resolution No. 1455, on November 27, 19 2012; and WHEREAS, the Engineer's estimate for the project cost is $550,000; and WHEREAS, sufficient funds exist in the Recycled Water Fund. NOW, THEREFORE, BE IT RESOLVED by the Carlsbad Municipal Water District Board of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the plans, specifications and contract documents for the Recycled Water Phase III Pipeline Expansion Segment 18, Project No. 5208 are on file in the Utilities Department ofthe City of Carlsbad and are hereby approved. 21 22 23 24 25 26 27 28 3 1 3.
