PROJECT NO.5208 RECOMMENDED ACTION: W 04 Approval to adopt Resolution No. 1512 accepting bids and awarding a contract for the construction of the Recycled Water Pipeline Expansion Segment No. 18, located within Palmer Way and Impala Drive, north of Faraday Avenue, Project No. 5208. ITEM EXPLANATION: The project is located along Palmer Way and extends north from Faraday Avenue to Impala Drive, then west along Impala Drive to Orion Street. The project is part of the Phase III Recycled Water Project. The pipeline includes the construction of approximately 720 linear feet of 8-inch diameter polyvinyl chloride (PVC) pipeline, and approximately 1,550 linear feet of 6-inch diameter PVC Pipeline and recycled water services. Recycled water in this pipeline segment will be used for landscape irrigation. On November 18, 2014, eight sealed bids were received for the construction of this project as shown on the following table. The engineer's estimate was $500,000. Staff has completed its review of the contract documents and has determined that Burtech Pipeline Inc. is the confirmed low bidder and their bid documents are responsive. Staff recommends that Burtech Pipeline Inc. be awarded the contract. FISCAL IMPACT: An Engineer's Estimate of the construction cost of Recycled Water Pipeline Expansion Segment No. 18, Project No. 5208 was prepared and totals $500,000. The project's construction contract will be with CMWD. A summary of estimated construction costs and available funds is shown in Table 1. ENVIRONMENTAL IMPACT: The Recycled Water Pipeline Expansion Segment No. 18 is part of the Phase III Recycled Water Project. An environmental impact assessment was conducted for the Phase III Recycled Water Project, and a Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program was approved by the Board through Resolution No. 1455, on November 27, 2012. FOR THE RECYCLED WATER PIPELINE EXPANSION SEGMENT NO. 18, LOCATED WITHIN PALMER WAY AND IMPALA DRIVE, PROJECT NO. 5208 WHEREAS, the Board of Directors of the Carlsbad Municipal Water District, California has determined it necessary, desirable, and in the public interest to construct an 8-inch and 6- 1 inch recycled water pipeline in Palmer Way and Impala Drive; and WHEREAS, an environmental impact assessment was conducted for the Phase III Recycled Water Project, and a Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program was approved by the Board through Resolution No. 1455, on November 27, 2012; and WHEREAS, on August 26, 2014, the Board of Directors of the Carlsbad Municipal Water District, California adopted Resolution No. 1497, which approved the plans for the construction of the Recycled Water Pipeline Expansion Segment No. 18, Project No. 5208; and WHEREAS, eight sealed bids were received on November 18, 2014 by the Carlsbad Municipal Water District for the construction of the Recycled Water Pipeline Expansion Segment No. 18, Project No. 5208; and WHEREAS, the lowest responsive and responsible bid to construct said project was submitted by Burtech Pipeline Inc. in the amount of $371,833.87; and WHEREAS, there are sufficient funds available in the Recycled Water Fund to complete the project; and 3 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 WHEREAS, under the operating agreement with the City of Carlsbad, Carlsbad Municipal Water District adopted the city's purchasing rules; and WHEREAS, subsection 3.28.040(C)(5) of the Carlsbad Municipal Code authorizes the Executive Manager to approve change orders in the amount equal to the contingency set at the time of project award. NOW, THEREFORE, BE IT RESOLVED by the Carlsbad Municipal Water District Board of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the low bid of $371,833.87 submitted by Burtech Pipeline Inc. for the construction of the Recycled Water Pipeline Expansion Segment No. 18, Project No. 5208 is accepted and the President is hereby authorized to execute a contract for this project. 3. That the Executive Manager is hereby authorized to approve construction change orders up to $50,000. 4. That the award of this contract is contingent upon the bidder submitting the lowest responsible bid executing the required contract and submitting the required bonds and insurance policies, as described in the contract, within twenty (20) days of adoption of this resolution.
