RECOMMENDED ACTION:
Adopt Resolution No. 1514 designating the two Carlsbad Municipal Water District
(CMWD) representatives as the others proxy should one member be absent while representing
CMWD at the San Diego County Water Authority (SDCWA).
ITEM EXPLANATION:
Resolution No. 1489 was adopted March 11, 2014 setting forth the voting proxy for CMWD to a
City of Oceanside representative should the CMWD representative be absent at a San Diego
County Water Authority meeting. On January 13, 2015 it is being requested that a second
representative from CMWD be appointed to the San Diego County Water Authority giving CMWD
two votes. Therefore, it is no longer necessary to provide CMWD's voting proxy to the City of
Oceanside but instead it is recommended that the two CMWD Representatives be designated as
each other's proxy should one member be absent while representing CMWD at the San Diego
County Water Authority.
FISCAL IMPACT:
There is no fiscal impact.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code Section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change in
the environment, or a reasonably foreseeable indirect physical change in the environment, and
therefore does not require environmental review.
PUBLIC NOTIFICATION:
No public notification required for this item.

RESOLUTION NO. 1514
A RESOLUTION OF THE BOARD OF DIRECTORS OF CARLSBAD
MUNICIPAL WATER DISTRICT (CMWD), DESIGNATING TWO
CARLSBAD MUNICIPAL WATER DISTRICT REPRESENTATIVES AS THE
OTHER'S PROXY SHOULD ONE MEMBER BE ABSENT WHILE
REPRESENTING CMWD AT THE SAN DIEGO COUNTY WATER
AUTHORITY (SDCWA)
WHEREAS, Resolution No. 1489 was adopted on March 11, 2014 providing proxy for
CMWD to an Oceanside representative should the CMWD member be absent at a San Diego County
Water Authority meeting; and
WHEREAS, a second representative from CMWD is appointed to the San Diego County
Water Authority on January 13, 2015, giving CMWD two votes; and
WHEREAS, it is no longer necessary to provide CMWD's voting proxy to the City of
Oceanside since there are two CMWD members on the SDCWA Board; and
WHEREAS, this Resolution shall designate CMWD representatives who have been elected
to represent CMWD on a SDCWA Board of Directors as each other's proxy should one member be
absent while representing the CMWD at the San Diego County Water Authority.
NOW, THEREFORE, BE IT RESOLVED by the Carlsbad Municipal Water District Board of the
City of Carlsbad, California, as follows that:
1. The above recitations are true and correct.
2. That this Resolution No. 1514 supersedes Resolution No. 1489 adopted on March
11, 2014 and provides that the member present shall be the proxy for the absent
member.
3. Representatives are Keith Lewinger appointed in 2014, with term to expire in 2020,
and Matt Hall appointed 2015 with term to expire in 2021.
1 PASSED, APPROVED AND ADOPTED at a Special Meeting of the Board of Directors of the
2 Carlsbad Municipal Water District of the City of Carlsbad on the 13th day of January 2015, by

the following vote to wit:
