PW-UTIL ACCEPT BIDS AND AWARD OF CONTRACT TO FERREIRA CONSTRUCTION COMPANY IN THE AMOUNT OF $2,086,190 FOR CONSTRUCTION OF THE RECYCLED WATER PHASE III PIPELINE EXPANSION SEGMENTS lA & 7, PROJECT NO. 5208 CITY MGR. 1^ RECOMMENDED ACTION: Adopt Resolution No. 1521 accepting bids and awarding a contract to Ferreira Construction Company in the amount of $2,086,190 for construction ofthe Recycled Water Phase III Pipeline Expansion Segments lA and 7, located within the Palomar Airport Business Park, The Villas of Calavera Hills Home Owners Association and Hope Elementary School Site, Project No. 5208. ITEM EXPLANATION: Pipeline Expansion Segments lA and 7 are part ofthe Phase III Recycled Water Project. These two pipeline segments are being constructed separately as part ofthe region's Round 3 Proposition 84 Integrated Regional Water Management (IRWM) Grant. Pipeline Expansion Segment No. lA is located within the Palomar Airport Business Park along Las Palmas Drive, Corte Del Nogal, Corte Del Abeto, Yarrow Drive, Corte De La Pina, Corte Del Cedro, and Cosmos Court. Pipeline Expansion Segment No. 7 is located within The Villas of Calavera Hills Home Owners Association and Hope Elementary School Site along Carlsbad Village Drive, Tamarack Avenue and Chatham Road. This project includes the construction of approximately 4,150 linear feet of 8-inch diameter, 6,600 linear feet of 6-inch diameter, and 3,400 linear feet of 4-inch diameter polyvinyl chloride (PVC) pipeline and 58 recycled water services. The engineer's estimate was $2,900,000. Staff has completed its review ofthe contract documents and has determined that Ferreira Construction Company is the confirmed low bidder and their bid documents are responsive. Staff recommends that Ferreira Construction Company be awarded the contract. FISCAL IMPACT: The project's construction contract will be with CMWD. A summary of estimated construction costs and available funds is shown in Table 1. Recycled Water Phase III May 5, 2015 Page 3 of 3 ENVIRONMENTAL IMPACT: The project was previously evaluated in the Final Program Environmental Impact Report (FEIR 12- 01), dated October 2012, for the City of Carlsbad Sewer Master Plan and Carlsbad Municipal Water District Water and Recycled Water Master Plans Update. The FEIR evaluated the potential environmental effects ofthe project components described in the CMWD 2012 Water Master Plan Update. This project is within the scope ofthe FEIR and no further California Environmental Quality Act (CEQA) compliance is required. PUBLIC NOTIFICATION: None required. EXHIBITS: 1. This project is within the scope of the FEIR and no 18 further California Environmental Quality Act (CEQA) compliance is required; and 19 WHEREAS, on January 27, 2015, the Board of Directors ofthe Carlsbad Municipal Water District, California adopted Resolution No. 1497, which approved the plans for the construction ofthe Recycled Water Pipeline Expansion Segments lA and 7, Project No. 5208; and WHEREAS, seven sealed bids were received on April 7, 2015 by the Carlsbad Municipal Water District for the construction ofthe Recycled Water Pipeline Expansion Segments lA and 20 21 22 23 24 25 7, Project No. 5208; and 26 27 28 1 WHEREAS, the lowest responsive and responsible bid to construct said project was ^ submitted by Ferreira Construction Company in the amount of $2,086,190; and 3 WHEREAS, there are sufficient funds available in the Recycled Water Fund to complete 4 the project; and 5 , WHEREAS, under the operating agreement with the City of Carlsbad, Carlsbad Municipal 6 7 Water District adopted the city's purchasing rules; and 8 WHEREAS, subsection 3.28.040(C)(5) of the Carlsbad Municipal Code authorizes the Executive Manager to approve change orders in the amount equal to the contingency set at the time of project award. NOW, THEREFORE, BE IT RESOLVED by the Carlsbad Municipal Water District Board of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the low bid of $2,086,190 submitted by Ferreira Construction Company for the 16 construction ofthe Recycled Water Pipeline Expansion Segments lA and 7, Project No. 5208, is 17 accepted and the President is hereby authorized to execute a contract for this project. 18 3. That the Executive Manager is hereby authorized to approve construction change 19 orders up to $313,000. 20 4. That the award of this contract is contingent upon the bidder submitting the lowest 22 responsible bid executing the required contract and submitting the required bonds and 23 insurance policies, as described in the contract, within twenty (20) days of adoption of this 24 resolution.
