PW-UTIL AUTHORIZE OUT OF STATE TRAVEL FOR CMWD DEPARTMENT STAFF TO ATTEND GUIDED TOUR AND INSPECTION OF HOOVER DAM DEPT. DIRECTOR- GEN. COUNSEL EXEC. DIR. RECOMMENDED ACTION: Adopt Resolution No. 1533 authorizing out of state travel for CMWD personnel to attend a guided tour and inspection of Hoover Dam. ITEM EXPLANATION: CMWD is requesting authorization to allow one staff person (Management Analyst) to attend the two- day guided tour of Hoover Dam and the Colorado Aqueduct System held on the Colorado River from Nov. 13 through Nov. 14, 2015. The program is delivered over two days, and is designed to provide interested persons with a first-hand look at the magnitude of the water delivery systems that feed Southern California. Attendees will participate in a guided tour of Hoover Dam and related facilities, such as the Copper Basin, the power plant, and the aqueduct system. Staff from the San Diego County Water Authority (SDCWA) and the Metropolitan Water District (MWD) will host the program. The MWD will pay for transportation and lodging for all participants. MWD estimates the value of the gift at approximately $500 (based on April 2015 tour receipts). FISCAL IMPACT: There is no fiscal impact to the city or district. The staff person will attend the tour over a weekend. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code Section 21065, this does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. This two- 12 day program is designed to provide staff with a first-hand look at the magnitude of the water 13 delivery systems that feed Southern California. 14 WHEREAS, the Board agrees that it is in the public's best interest to authorize out of state 15 travel for CMWD personnel to attend the guided tour and inspection of Hoover Dam on the 16 Colorado River from Nov. 13 through Nov. 14, 2015; and 18 WHEREAS, the cost to attend the two-day tour, including travel and lodging, will be paid 19 for by the Metropolitan Water District. There is no fiscal impact to the city or CMWD. 20 21 22 23 24 2. In accordance with city policy, out of state travel is hereby authorized for a 25 Management Analyst in CMWD to attend a two-day guided tour and inspection of 26 Hoover Dam and the Colorado River Aqueduct System on the Colorado River, hosted by the Metropolitan Water District and the San Diego County Water Authority. 11 28 NOW, THEREFORE, BE IT RESOLVED by the the Carlsbad Municipal Water District Board of the City of Carlsbad, California, as follows that: 1.
