DIRECTOR N1\ - RECOMMENDED ACTION: Receive and file a report on water conservation within the Carlsbad Municipal Water District service area through December 2015. ITEM EXPLANATION: On Apr. 1, 2015, Governor Brown issued an executive order with actions necessary to address California's severe drought conditions. In order to implement the executive order, on May 5, 2015, the State Water Resources Control Board (State Water Board} adopted Resolution No. 2015-0032, an Emergency Regulation which included a mandatory 25 percent statewide reduction in potable urban water use between June 2015 and February 2016. Carlsbad Municipal Water District (CMWD} was mandated to reduce potable water use by 28 percent during this time period. The State compares the District's monthly data to the same month in 2013 and a cumulative reduction is calculated. On Nov. 13, 2015, the Governor signed another executive order declaring that the emergency restrictions shall be extended through October 2016 if the severe drought continues. On Dec. 21, 2015, the State Water Board issued a Proposed Regulatory Framework for Extended Emergency Regulation for Urban Conservation and requested public input through Jan. 6, 2016. A draft Emergency Regulation will be released for public comment in mid-January 2016 and State Water Board consideration of an extended emergency regulation is anticipated in early February 2016. Staff will provide a report on how the proposed revisions to the Extended Emergency Regulation may impact CMWD and will present water use reductions through Dec. 31, 2015.
