Secretary to record a Notice of Completion and release bonds in accordance with state laws and
city ordinances.
Executive Summary
On May 5, 2015, the Board of the Carlsbad Municipal Water District approved Resolution 1521
to award a Contract of $2,086,190 to Ferreira Construction Company, Inc. for construction of the
Recycled Water Phase Ill Pipeline Expansion Segment No. 1A & 7. On May 31, 2016, Ferreira
Construction Company completed the Contract work. Staff has inspected the work and found it
to be satisfactory. Staff recommends accepting the Contract for Construction of the Recycled
Water Phase Ill Pipeline Expansion Segment No. 1A & 7, Project No. 52081, as complete and
directing the Secretary to record a Notice of Completion and release bonds in accordance with
state laws and city ordinances.
Discussion
Pipeline Expansion Segments 1A and 7 were part of the Phase Ill Recycled Water Project. These
two pipeline segments were constructed separately as part of the region's Round 3
Proposition 84 Integrated Regional Water Management (IRWM) Grant. Pipeline Expansion
Segment No. 1A is located within the Palomar Airport Business Park along Las Palmas Drive, Corte
Del Nogal, Corte Del Abeto, Yarrow Drive, Corte De La Pina, Corte Del Cedro, and Cosmos Court.
Pipeline Expansion Segment No. 7 is located within the Villas of Calavera Hills Home Owners
Association and the Hope Elementary School site along Carlsbad Village Drive, Tamarack Avenue,
and Chatham Road. The project included the construction of approximately 4,150 linear feet of
8-inch diameter, 6,600 linear feet of 6-inch diameter, and 3,400 linear feet of 4-inch diameter
polyvinyl chloride (PVC} pipeline and 58 new recycled water service connections. Recycled water
in these pipeline segments is used for landscape irrigation.

ACCEPTING THE CONSTRUCTION OF THE RECYCLED WATER PHASE Ill
PIPELINE EXPANSION SEGMENT NO. 1A & 7, PROJECT NO. 52081, AS
COMPLETE AND DIRECTING THE SECRETARY TO RECORD A NOTICE OF
COMPLETION AND RELEASE BONDS IN ACCORDANCE WITH STATE LAW AND
CITY ORDINANCES.

WHEREAS, the construction of the Recycled Water Phase Ill Pipeline Expansion
Segment No. 1A & 7, Project No. 52081 was completed to the Carlsbad Municipal Water District's
(CMWD) satisfaction by Ferreira Construction Company, Inc. on May 31, 2016; and
WHEREAS, the formal Notice of Completion has been prepared; and
WHEREAS, all project costs have been established to date.
NOW, THEREFORE, BE IT RESOLVED by the Carlsbad Municipal Water District Board of the City
of Carlsbad, California, as follows:

1. That the above recitations are true and correct.
2. That the Recycled Water Phase Ill Pipeline Expansion Segment No. 1A & 7,
Project No. 52081, is deemed complete and is hereby accepted by the Board of Directors
of the CMWD of the City of Carlsbad.
3. That the Secretary of the Board is hereby authorized and directed to execute and record
the Notice of Completion, attached hereto as Attachment A, for the Recycled Water
Phase Ill Pipeline Expansion Segment No. lA & 7, Project No. 52081.
