and until their successors are appointed and determined to be qualified. If approved by the
board, Mr. Lewinger would represent the district on the Water Authority board for six years, his
term ending on June 16, 2026.

There is no fiscal impact.
Next Steps
Upon authorization from the board, representative Keith Lewinger would begin his new term
immediately.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code s«!ction 21065, the recommended actions do not constitute
a "project" within the meaning of California Environmental Quality Act in that they have no
potential to cause either a direct physical change in the environment or a reasonably
foreseeable indirect physical change in the environment and therefore do not require
environmental review.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to the scheduled meeting date.

RESOLUTION NO. 1640
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CARLSBAD
MUNICIPAL WATER DISTRICT (BOARD) APPROVING AN APPOINTMENT TO
THE SAN DIEGO COUNTY WATER AUTHORITY (SDCWA) BOARD OF
DIRECTORS
WHEREAS, Carlsbad Municipal Water District (CMWD) is a member of SDCWA; and

WHEREAS, the Board is required to appoint at least one representative to the SDCWA Board of
Directors; and
WHEREAS, the Board is allowed to appoint one additional representative to the SDCWA Board
of Directors; and
WHEREAS, on May 6, 2014, the Board reappointed Keith Lewinger to be a member of the
SDCWA Board of Directors with a term that expires on June 16, 2020; and
WHEREAS, the Board wishes to reappoint Keith Lewinger to the SDCWA Board of Directors for
another six-year term that will expire on June 16, 2026.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Carlsbad Municipal Water
District in the City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the Board approves the reappointment of Keith Lewinger for a six-year term to the
SDCWA Board of Directors to commence immediately and expire on June 16, 2026.
PASSED, APPROVED AND ADOPTED at a Special Meeting of the Board of Directors of the
Carlsbad Municipal Water District in the City of Carlsbad, California on the 12th day of May 2020, by
the following vote, to wit:
