The Koll Company is proposing a major industrial park just north of
Palomar Airport. The 558.6 acre park will be called the Carlsbad
Pacific Industrial Park. The application includes a General Plan
Amendment, a Specific Plan, and an environmental impact report.
The EIR was prepared according to the requirements of the California
Environmental Quality Act and the Carlsbad Environmental Protection
Ordinqnce.
For a discussion of the major issues in the EIR please see the
attached memorandum to the City Manager dated July 25, 1980.
Fiscal Impact

was paid by the developer.

RECOMMENDATION
Staff is recommending that the City Council make a minute motion
certifying EIR 80-3 as meeting the intent of the California
Quality Act of 1970.

SUBJECT: EIR FOR THE CARLSBAD PACIFIC INDUSTRIAL PARK -EIR 80-3
The Carlsbad Pacific Industrial Park is a 558.6 acre planned industrial
development which includes a variety of industrial and commercial uses.
It is located near the intersection of El Camino Real and Palomar Airport
Road.
The project was previously the Japatul Business Park. The Japatul
Corporation, a subsidiary of SDG&E, originally began processing the
Japatul Park but stopped in July of 1979. The Koll Company obtained an
option on the property and was authorized by the Japatul Corporation to
proceed with all necessary applications. The EIR before you is part of
that application.
The EIR went before the Planning Commission on June 19, 1980. The
Commission recommended that the EIR be certified. The minutes from that
meeting are included as part of the final EIR. The minutes were adopted
by the Commission at the July 9 meeting.
MAJOR ISSUES
1) Traffic/Circulation
Approximately 46,700 daily trips will be generated by the project.
The original traffic analysis was revised to incorporate changes
suggested by Carlsbad's traffic engineer. One issue remains
unresolved. The revised traffic analysis indicates that 128 acres
of the industrial park could be developed before College Boulevard
is extended from El Camino Real to Palomar Airport Road. The
City's traffic engineer, however, recommends that College be con-
structed through to Palomar Airport Road prior to occupancy. The
EIR adequately addresses the impacts to traffic from the proposed
development; the extension of College Boulevard is a policy issue
of the city and is properly addressed at the specific plan hearing
before the City Council.

Sewer Availability
The site has recently been removed from the Encina Sewer Service Area
and is now part of the Palomar Airport Drainage Basin. The applicant is
therefore proposing an on-site satellite treatment plant to provide
sewer capacity and a source of reclaimed water. Additional engineering
and environmental information will be available later in a specific EJR
to be prepared on the satellite treatment plant.
Biology
There are 20 vernal pools on-site; 17 of the pools are on Lot 43 in the
southeast section of the project. The Army Corps of Engineers now has
jurisdiction over vernal pools and requires a permit prior to develop-
ment. The applicant is currently working with the Corps to formulate an
acceptable mitigation plan. The applicant will hold the lands in open
space until an approved mitigation plan is completed. Staff is recom-
mending that the issue of acceptable mitigation measures be left to the
Army Corps of Engineers.
The EIR originally stated that 105 acres of land would be left in open
space. It would provide for the partial preservation of the rare and
endangered plant species found onsite.
However if the proposed satellite plant is built, the open space would
be reduced from 105 acres to 87 acres. Any impacts to the rare and
endangered plant species would be documented in the specific EIR to be
prepared for the satellite treatment plant.
Drainage
A master drainage plan for the site will be submitted. This plan will
require that no detri mental increase in runoff wi 11 occur in the Agua
Hedionda Lagoon and immediate drainage area. The preparation of the
drainage plan was a condition for removing the property from the coastal
zone. Both the Coastal Commission and the Department of Fish and Game
will be consulted during the preparation of the plan. The drainage plan
must be approved by the City of Carlsbad prior to approval of the tentative
tract map. However, the plan is not a part of the EIR.
