SUBJECT: REVISIONS TO CONDITIONAL USE PERMIT #158 -
CITY OF CARLSBAD
On January 24, 1979, the Planning Commission approved
Conditional Use Permit 158 for the construction of a municipal
swimming complex adjacent to Carlsbad High School. Attached
Exhibit "A" shows the plan which was approved by the Commission.
Due to fiscal constraints, the City Council subsequently decided to scale-down the project and a new plan was prepared. The new plan is also attached and is labeled Exhibit "B". The pool and the pool buildings have been reduced in size, however, the item of major revision is the deletion of
parking to the north and south of the pool which was to be
jointly shared with the High School. As presently proposed,
parking for the swimming complex would consist of the existing
parking area,in front of and to the east of the swimming
pool. The new parking which was going to be provided and
shared with the High School has been deleted.
Although no one spoke in opposition at the public hearing
when Conditional Use Permit 158 was originally approved by
the Planning Commission, one letter of opposition was received
which cited existing parking problems in the area as the
major item of concern.
The determination to be made by the Planning Commission at
this time is whether the revisions to the plan are major or
minor. If the Planning Commission determines the revisions to be major, Conditional Use Permit 158 would have to be set
to public hearing and an official amendment would have to be
considered (staff has tentatively scheduled a public hearing
date of October 22, 1980 for this amendment). Should the
Planning Commission determine the revisions to be minor, it
would not be necessary to have a public hearing and staff
would just prepare a memo for the file indicating the Commission's
decision.
The Planning Commission should determine whether the revisions to the plan for the municipal swimming complex are a major or a minor change to the previously approved plan for Conditional Use Permit 158.
