I. RECOMMENDATION It is recommended that the Planning Commission ADOPT Resolution No. 2272, APPROVING CUP-245, based on the findings and subject to the conditions contained therein. II. PROJECT DESCRIPTION The applicant is requesting approval of a conditional use permit to add an additional 20 foot pole sign at Meister-Dodge/ Porsche/Audi, 5544 Paseo del Norte, in Car Country. Currently, there is an existing 24 foot sign on the site. III. ANALYSIS Planning Issues 1. Can all of the required findings, for approval of a conditional use permit be made? Specifically: a) That the requested use is necessary or desirable for the development of the community, is essentially in harmony with the various elements and objectives of the General Plan, and is not detrimental to existing uses or to uses specifically permitted in the zone in which the proposed use is to be located; b) That the site for the intended use is adequate in size and shape to accommodate the use; c) That all of the yards, setbacks, walls, fences, landscaping, and other features necessary to adjust the requested use to existing or permitted future uses in the neighborhood will be provided and maintained; d) That the street system serving the proposed use is adequate to properly handle all traffic generated by the proposed use. 2) Do the signs meet all requirements of the Car Country Specific Plan and the City's Sign Ordinance? Discussion Approval of the subject Conditional Use Permit will allow one additional freestanding pole sign on a 2.68 acre site occupied by two automobile dealerships. The applicant feels that each dealership should have its own identification sign. Presently, the site has a 95 square foot pole sign (24 feet high) and several small directional signs. The applicant is proposing to reduce the existing sign to a height of 20 feet and a size of 55 square feet. This sign will be relocated 200 feet to the north and a new 51 square foot sign (20 feet high) will be installed in the same place. Staff believes the proposed use is desirable and essentially in harmony with the various elements of the General Plan and the conditions of Specific Plan No. 19, which regulates Car Country. The signs will enhance the commercial viability of the site and will not detract from the overall visual appearance of the auto center. Also, the signs comply with Chapter 21.41 (Sign Ordinance) with respect to height and area. The 2.68 acre site of this project is adequate in size and shape to absorb two freestanding signs without creating an undesirable clutter of signing. The signs will be erected outside the right-of-way of Paseo del Norte and will conform to all sign requirements of the zoning ordinance. Finally, staff believes that the proposed use will have no significant impact on the street system serving Car Country. Paseo del Norte, Cannon Road, and Palomar Airport Road are all designed to handle the volume of traffic generated by the auto center, of which the additional sign is a part. In summary, staff believes the findings for a conditional use permit have been made and recommends approval of this request. IV. ENVIRONMENTAL REVIEW The Land use Planning Manager has determined that this project is categorically exempt from the Environmental Protection Ordinance, Section 19.04. Attachments 1.
