AGENDA OF: MARCH 5, 1997 Application complete date: February 4, 1997 Project Planner: Van Lynch Project Engineer: Mike Shirey SUBJECT: PCD 97-01 - KNOWLES AVENUE MOVE-ON - Request for the relocation of a 1204 square foot, single story house onto a vacant lot located on the North side of Knowles Av. between Gregory Dr. and Elmwood St. in Local Facilities Management Zone 1. I. RECOMMENDATION That the Planning Commission ADOPT Planning Commission Resolution No. 4069 APPROVING PCD 97-01, based upon the findings and subject to the conditions contained therein. II. INTRODUCTION The Building Ordinance of the Carlsbad Municipal Code (CMC 18.24.040) requires that before a structure is moved into the city, or relocated within the city, the Community Development Director shall not issue a permit therefor until such time as the Planning Commission shall have approved such moving of a structure. III. PROJECT DESCRIPTION AND BACKGROUND The applicant, Russell Bennett, is requesting the approval of a house relocation to an 8,085 square foot lot located on the North side of Knowles Ave. between Gregory Dr. and Elmwood St. The 1204 square foot single story home contains three bedrooms, two baths, dining and living rooms, kitchen and two car garage. The applicant proposes to attach an additional single car garage of 352 square feet to the two car garage and also add a covered entry porch of 35 square feet. The additional garage space and porch will be reviewed and approved by building permit issuance and is not a part of this review. Total building area will be 2012 square feet. The exterior of the home has a stucco finish and asphalt shingle roofing. IV. ANALYSIS The lot for the proposed relocated home is zoned R-1-7500, Single Family Residential. As shown on exhibits "A" and "B", dated, March 5, 1997, the proposed relocated structure meets all the requirements of the R-l zone. The home will be placed to conform to the required building setbacks and the lot coverage will be 18.5%, which is below the 40% allowed. The building height for the single story home is 15 feet, which is below the maximum building height of 30 PCD 97-01 - KNOWLES JwENUE MOVE-ON MARCH 5, 1997 PAGE 2 feet. The roof pitch of the home is 4:12, which is steeper than the minimum pitch of 3:12, and the building width of 28 feet exceeds the minimum 20 foot building width required by code. Since the proposed relocated structure and proposed improvements would meet all requirements of the underlying zone, staff is recommending approval of PCD 97-01. V. ENVIRONMENTAL REVIEW The Planning Director has determined that the placement of a single family residence in an urbanized area is exempt from environmental review per Section 15303(a) of the State of California Environmental Quality Act Guidelines.
