AGENDA OF: January 3, 2001 Application complete date: July 25, 2000 Project Planner: Greg Fisher Project Engineer: David Rick SUBJECT: CDP 00-29 - TRAUTMAN RESIDENCE - Request for approval of a Coastal Development Permit to allow for the construction of a single-family residence within the City's Coastal Zone located near the end of a cul-de-sac bulb along the west side of Holly Brae Lane within Local Facilities Management Zone 1. I. RECOMMENDATION That the Planning Commission ADOPT Planning Commission Resolution No. 4902 APPROVING Coastal Development Permit CDP 00-29 based upon the findings and subject to the conditions contained therein. II. INTRODUCTION Pursuant to Section 21.201.030 of the Carlsbad Municipal Code, the construction of a single- family home within the City's Coastal Zone requires the processing and approval of a Coastal Development Permit (CDP). The CDP application was reviewed for consistency with LCP policies and implementation. The proposed residence is consistent with the Mello 2 segment of the city's LCP. There are no unresolved issues. The staff recommended approval with conditions is supported by the analysis as follows. III. PROJECT DESCRIPTION AND BACKGROUND Project Site/Setting: Infill lot located on the west side of Holly Brae Lane as shown on the attached location map. The site has a moderate (<25% gradient) downward slope to the east. The lot area is .38 acres (16,628 square feet). Proposed Residential Construction: New 2,984 square foot residential structure and attached 694 square foot three car garage. The two-story structure will be constructed of wood framing with stucco siding and a decorative tile roof. The entire site will be landscaped with numerous shrubs, ground covering and various trees including King Palms, Carrotwood and Hong Kong orchid trees. Proposed Grading: No grading is proposed which would require a grading permit. Impact on Coastal Resources: None. CDP 00-29 - TRAUTM January 3, 2001 Page 2 SIDENCE IV. ANALYSIS As shown on the Coastal Development Compliance Table below, the proposed development is in compliance with all applicable regulations. Building permits may be issued subject to the conditions contained in Planning Commission Resolution No. 4902. Conformance with the Certified Local Coastal Program and all applicable policies. The project is located in the Mello II Local Coastal Program Segment. The project proposes the construction of a new two-story single-family residence in an area designated for single-family residential development. As discussed below, the project complies with the applicable Local Coastal Program provisions. The LCP Land Use Plan designates the subject site for RLM (Residential Low Medium) density development. Based on a density of 3.2 du/ac, the lot could accommodate one dwelling unit. The proposed residence will be located on the west side of Holly Brea Lane. The two- story residence is consistent with the surrounding development of one-and two-story structures. The two-story residence is located at the rear of the property and will not obstruct views of the coastline as seen from public lands or the public right-of-way or otherwise damage the visual beauty of the coastal zone. No agricultural uses currently exist on the site, nor are there any sensitive resources located on the undeveloped property. The proposed residence is not located on an area of known geologic instability or flood hazard. No public opportunities for coastal shoreline access are available from the subject site since it is not located between the first public road and the ocean, and no public access requirements are conditioned for the project. The residentially designated site is not suited for water-oriented recreation activities. CDP 00-29 - TRAUTMAN RESIDENCE January 3,2001 Page 3 2. Coastal Overlay Zones. The subject site is located in the Coastal Resource Protection Overlay Zone, however, due to its location and the absence of slopes steeper than or equal to 25% inclination and/or native vegetation, additional submittals, standards or requirements do not apply. The project does not require a grading permit. Construction of the project will adhere to the City's Master Drainage and Storm Water Quality Management Plan and Grading Ordinance to avoid increased runoff and soil erosion. V. ENVIRONMENTAL REVIEW This project is exempt from CEQA per the exemptions listed below: 1) Section 15303 of CEQA exemptions (Class 3) exempts the construction of single- family residences in urbanized areas from environmental review.
