AGENDA OF: May 1, 2002 ItemNo.@ Application complete date: January 10, 2002 Project Planner: Greg Fisher Project Engineer: Mike Shirey SUBJECT: CDP 01-47 -NAYUDU RESIDENCE -Request for approval of a Coastal Development Permit to allow for the construction of a single-family residence within the City's Coastal Zone and within the Beach Area Overlay Zone. The subject property is located at 3286 Lincoln Street at the northeast corner of Lincoln Street and Walnut Avenue within Local Facilities Management Zone 1. I. RECOMMENDATION That the Planning Commission ADOPT Planning Commission Resolution No. 5194 APPROVING Coastal Development Permit CDP 01-47 based upon the findings and subject to the conditions contained therein. II. INTRODUCTION Pursuant to Section 21.201.030 of the Carlsbad Municipal Code, the construction of a single- family home within the City's Coastal Zone requires the processing and approval of a Coastal Development Permit (CDP). The CDP application was reviewed for consistency with LCP policies and implementation. The proposed residence is consistent with the Mello 2 segment of the City's LCP. There are no unresolved issues. The staff recommended approval with conditions is supported by the analysis as follows. III. PROJECT DESCRIPTION AND BACKGROUND Project Site/Setting: Infill lot located at 3286 Lincoln Street at the northeast corner of Lincoln Street and Walnut A venue as shown on the attached location map. The site is generally level and has full utility. The lot area is .17 acres (7,405 square feet). Proposed Residential Construction: New 3,308 square foot residential structure and attached 440 square foot two car garage. The two-story "Craftsmanship" style structure will be constructed of wood framing with wood and stone siding and a decorative asphalt shingle roof. Proposed Grading: Estimated grading quantities will require a grading permit for this project. Impact on Coastal Resources: None. CDP 01-47 -NAYUDU JtIDENCE May 1, 2002 Page2 IV. ANALYSIS As shown on the Coastal Development Compliance Table below, the proposed development is in compliance with all applicable regulations. Building permits may be issued subject to the conditions contained in Planning Commission Resolution No. 5194. Conformance with the Certified Local Coastal Program and all applicable policies. The project is located in the Mello II Local Coastal Program Segment. The project proposes the construction of a new two story single-family residence in an area designated for single-family residential development. As discussed below, the project complies with the applicable Local Coastal Program provisions. The LCP Land Use Plan designates the subject site for RH (Residential High) density development, which allows 19 du/ac. Based on a density of 19 du/ac, the lot could accommodate three dwelling units. The proposed residence will be located at 3286 Lincoln Street at the northeast comer of Lincoln Street and Walnut A venue. The two-story residence is consistent with the surrounding development of one-and two-story structures. The two-story residence will not obstruct views of the coastline as seen from public lands or the public right-of-way, nor otherwise damage the visual beauty of the coastal zone. No agricultural uses currently exist on the site, nor are there any sensitive resources located on the undeveloped property. The proposed residence is not located on an area of known geologic instability or flood hazard. No public opportunities for coastal shoreline access are available from the subject site since it is not located between the first public road and the ocean, and no public access requirements are conditioned for the project. The residentially designated site is not suited for water-oriented recreation activities. CDP 01-47-NAYUDU:JPIDENCE May 1, 2002 Page3 2. Coastal Overlay Zones. The subject site is located in the Coastal Resource Protection Overlay Zone, however, due to its location and the absence of slopes steeper than or equal to 25% inclination and/or native vegetation, additional submittals, standards or requirements do not apply. Based on estimated grading quantities, the project will require a grading permit. Construction of the project will adhere to the City's Master Drainage and Storm Water Quality Management Plan and Grading Ordinance to avoid increased runoff and soil erosion. V. ENVIRONMENTAL REVIEW This project is exempt from CEQA per the exemptions listed below: Section 15303 of CEQA exemptions (Class 3) exempts the construction of single-family residences in urbanized areas from environmental review.
