AGENDA OF: November 6, 2002 Application complete date: July 10, 2002 Project Planner: Greg Fisher Project Engineer: David Rick SUBJECT: CDP 02-27 -DICKINSON RESIDENCE ADDITION -Request for approval of a Coastal Development Permit to allow the construction of an additional 1,258 square feet of living area to an existing single-family residence within the City's Coastal Zone located along the east side of Garfield Street at the southeast comer of Garfield Street and Date A venue within Local Facilities Management Zone 1. I. RECOMMENDATION That the Planning Commission ADOPT Planning Commission Resolution No. 5302 APPROVING Coastal Development Permit CDP 02-27 based upon the findings and subject to the conditions contained therein. II. INTRODUCTION Pursuant to Section 21.201.030 of the Carlsbad Municipal Code, the redevelopment/ rehabilitation of an existing single-family home within the City's Coastal Zone requires the processing and approval of a Coastal Development Permit (CDP). The CDP application was reviewed for consistency with Local Coastal Program (LCP) policies and implementation. The proposed redevelopment/rehabilitation of the existing residence is consistent with the Mello II segment of the city's LCP. There are no unresolved issues. The staff recommended approval with conditions is supported by the analysis as follows. III. PROJECT DESCRIPTION AND BACKGROUND Project Site/Setting: Infill lot located at 4072 Garfield Street at the southeast comer of Garfield Street and Date Avenue as shown on the attached location map. The lot area is .13 acres (5,801 square feet). The site is generally level at street grade and is developed with an existing single family residence. The site is located within the California Coastal Commission appeal area of the Coastal Zone. Proposed Residential Construction: This project consists of remodeling an older existing single story residence of approximately 1,212 square feet. The applicant proposes to remove the existing garage, an enclosed breezeway and a portion of the existing house. A new 640 square foot garage, 1,258 square feet ofliving area and 366 square feet of deck area will be added to the existing house. When completed, the residence will be a two-story structure constructed of wood framing with wood & stone siding and a decorative composition roof. ANALYSIS As shown on the Coastal Development Compliance Table below, the proposed development is in compliance with all applicable regulations. Building permits may be issued subject to the conditions contained in Planning Commission Resolution No. 5302. The project is located in the Mello II Local Coastal Program Segment. The project proposes the remodel of an existing single story, single-family residence in an area designated for single and multi-family residential development. As discussed below, the project complies with the applicable LCP provisions. The LCP Land Use Plan designates the subject site for RM (Residential Medium) density development, which allows 6 du/ac. Based on a density of 6 du/ac, the lot could accommodate one dwelling unit. The residence is located at 4072 Garfield Street, at the southeast comer of Garfield Street Date Avenue. The redeveloped two-story residence is consistent with the surrounding development of one-and two-story structures. The two-story residence will not obstruct views of the coastline as seen from public lands or the public right-of-way or otherwise damage the visual beauty of the coastal zone. No agricultural uses currently exist on the site, nor are there any sensitive resources located on the previously developed property. The existing residence is not located on an area of known geologic instability or flood hazard. No public opportunities for coastal shoreline access are available from the subject site since it is not located between the first public road and the ocean, and no CDP 02-27 -DICKINSON,SIDENCE ADDITION November 6, 2002 Pae 3 public access requirements are conditioned for the project. The residentially designated site is not suited for water-oriented recreation activities. 2. Coastal Overlay Zones. The subject site is located in the Coastal Resource Protection Overlay Zone, however, due to its location and the absence of slopes steeper than or equal to 25% inclination and/or native vegetation, additional submittals, standards or requirements do not apply. The project does not require a grading permit. Construction of the project will adhere to the City's Master Drainage Plan, Grading Ordinance, Storm Water Ordinance, Standard Urban Storm Water Mitigation Plan (SUSMP) and Jurisdictional Urban Runoff Management Program (JURMP) to avoid increased urban run off, pollutants and soil erosion. Construction of the project will adhere to the City's Master Drainage and Storm Water Quality Management Plan and Grading Ordinance to avoid increased runoff and soil erosion. V. ENVIRONMENTAL REVIEW This project is exempt from CEQA per the exemptions listed below: 1) Section 15303 of CEQA exemptions (Class 3) exempts the construction of single- family residences in urbanized areas from environmental review.
