AGENDA OF: August 6, 2003 Project Planner: Jessica Galloway Project Engineer Taniya Barrows SUBJECT: CDP 03-02 - JONES AND MORGAN ADDITION - Request for approval of a Coastal Development Permit to allow the demolition of the existing garage and other non-permitted structures, and construction of an additional attached 1,254 square-foot dwelling unit and 484 square-foot garage to an existing single-family residence within the City's Coastal Zone located along the east side of Jefferson Street and south of Las Flores Drive within Local Facilities Management Zone 1. I. RECOMMENDATION That the Planning Commission ADOPT Planning Commission Resolution No. 5447 APPROVING Coastal Development Permit CDP 03-02 based on the findings and subject to the conditions contained therein. II. Pursuant to Section 21.201.030 of the Carlsbad Municipal Code, the construction of an additional dwelling unit within the City's Coastal Zone requires the processing and approval of a Coastal Development Permit (CDP). The CDP application was reviewed for consistency with the Local Coastal Program (LCP) policies and implementation. The proposed development is consistent with the Mello II segment of the City's LCP. There are no unresolved issues. The staff recommended approval with conditions is supported by the analysis as follows. M. PROJECT DESCRIPTION AND BACKGROUND Project Site/Setting: The project is located at 2450 Jefferson Street, on the east side of Jefferson Street between Las Flores Drive and Buena Vista Way as shown on the attached location map. The lot is .17 acres (7,525 square feet). The site is generally a level site developed with an existing single-family residence. The site is not located within the California Coastal Commission appeal area of the Coastal Zone. Proposed Residential Construction: The project consists of a two-story residence and garage totaling approximately 1,738 square feet. The applicant is proposing to remove the existing garage and non-permitted structures located onsite. A new 484 square foot garage, and 1,254 square foot dwelling unit will be attached to the rear of the existing house. All parking requirements have been met. There is one covered parking spot for each residence in the shared garage, as well as room to park 3 additional cars onsite. When complete, the site will contain two dwelling units and an attached garage constructed of wood framing with a stucco exterior and detail banding painted to match the existing dwelling unit. From the exterior the structure will resemble one single-family dwelling unit. * CDP 03-02 - JONES AND MORGAN ADDITION August 6, 2003 Proposed Grading: No grading is proposed which would require a grading permit. Impact on Coastal Resources: None. IV. ANALYSIS As shown in the Coastal Development Compliance Table below, the proposed development is in compliance with all applicable regulations. Building permits may be issued subject to the conditions contained in Planning Commission Resolution No. 5447. Conformance with the Certified Local Coastal Program and all applicable policies. The project is located in the Mello II Local Coastal Program Segment The project proposes the development of an additional two-stow unit and garage, in an area designated for single and multi-family residential development. As discussed below, the project complies with the applicable LCP provisions. The LCP Land Use Plan designates the subject site for RMH (Residential Medium-High) density development, which allows 11.5 du/ac. Based on a density of 11.5 du/ac, the lot could accommodate two dwelling units. The residence is located at 2450 Jefferson Street, on the east side of Jefferson Street between Las Flores Drive and Buena Vista Way. The development of an additional attached two-story dwelling unit and garage is consistent with the surrounding development of one- and two-story structures. The two-story residence will not obstruct views of the coastline as seen from public lands or the public right-of-way or otherwise damage the visual beauty of the coastal zone. No agricultural uses currently exist on the site, nor are there any sensitive resources located on the previously developed property. The existing residence is not located on an area of known geologic instability or flood hazard. No public opportunities for coastal shoreline access are available from the subject site since it is not located between the first public road and the ocean, and no CDP 03-02 - JONES AN) ORGAN ADDITION August 6, 2003 public access requirements are conditioned for the project. The residentially designated site is not suited for water-oriented recreation activities. 2. Coastal Overlay Zones. The subject site is located in the Coastal Resource Protection Overlay Zone, however, due to its location and the absence of slopes steeper than or equal to 25% inclination and/or native vegetation, additional submittals, standards or requirements do not apply. The project does not require a grading permit. Construction of the project will adhere to the City's Master Drainage Plan, Grading Ordinance, Storm Water Ordinance, Standard Urban Storm Water Mitigation Plan (SUSMP) and Jurisdictional Urban Runoff Management Program (JIJRMP) to avoid increased urban runoff; pollutants and soil erosion V. ENVIRONMENTAL REVIEW This project is exempt from CEQA per the exemptions listed below: 1. Section 15301 of the CEQA Guidelines (Class 2) exempts the demolition of accessory structures. 2. Section 15322 of the CEQA Guidelines (Class 32) exempts the construction of infill development projects in urban areas from environmental review.
