AGENDA OF: December 3, 2003 Application complete date: June 29, 2003 Project Planner: Christer Westman Project Engineer: Clyde Wickham SUBJECT: PUD 02-ll(A) LA COSTA GREENS NEIGHBORHOOD 1.09 RECREATION CENTER -Request for a determination that the project is within the scope of the previously certified Villages of La Costa Master Plan Program EIR and that the Program EIR adequately describes the activity for the purposes of CEQA; and, approval of a Planned Unit Development Permit Amendment for the development of a 4,477 square foot recreation building on 7. 7 acres with a swimming pool and pond generally located at the southeast comer of Alicante Road and Lapis Road in Local Facilities Management Zone 10. I. RECOMMENDATION That the Planning Commission ADOPT Planning Commission Resolution No. 5507 APPROVING PUD 02-1 l(A) based on the findings and subject to the conditions contained therein. II. INTRODUCTION Planned Unit Development Amendment PUD 02-11 (A) includes the site plan, floor plan, and architectural elevations for the Villages of La Costa Greens Neighborhood 1.09 recreation facility. Approved as a Planned Unit Development, Neighborhood 1.09 is required to provide common recreation facilities. Only 50% of the neighborhood may be occupied before the recreation facility must be completed and available for use. The project complies with all of the applicable City and Villages of La Costa Master Plan standards and all necessary findings can be made for the approval being requested. III. PROJECT DESCRIPTION AND BACKGROUND On October 23, 2001, the City Council certified the Final Program EIR, approved the Master Plan, a Master Tentative Map and related applications for the Villages of La Costa project. The Villages of La Costa Master Plan establishes the permitted uses, development standards, and design criteria for all development within the Master Plan as well as the development review process to be used. The La Costa Greens Village Development Plan describes the development standards for Neighborhood 1.09 and under the Special Design Criteria section states that a common recreation area shall be provided consistent with the requirements of the Planned Development Ordinance. Residential Low-Medium Density (RLM) General Plan Land Use Designation; B. Villages of La Costa Master Plan (MP 98-01); and C. Planned Developments (Chapter 21.45 of the Carlsbad Municipal Code). The recommendation for approval of this project was developed by analyzing the project's consistency with the applicable regulations and policies. The project's compliance with each of the above regulations is discussed in detail in the sections below. A. General Plan Although the project is being processed separately, it should be considered as part of the Villages of La Costa Greens Neighborhood 1.09. The appropriate analysis of General Plan consistency for this project is therefore in the context of this project being a component of a single-family residential subdivision. The recreation center is required since the neighborhood has been designed as a Planned Unit Development with lots less than 7,500 square feet. The same analysis prepared for the Neighborhood 1.09 subdivision holds true for this project which is an integral part of that proposal. B. Villages of La Costa Master Plan The Villages of La Costa Master Plan states under the Special Design Criteria section for the Greens Neighborhood 1.09 that the required common recreation area shall be provided outside of the boundaries of the neighborhood and within the boundaries of Neighborhood 1.12. The recreation area is proposed in a location consistent with that shown in the Master Plan. There are no special design or development standards for the facility. The Master Plan refers to Chapter 21.45 of the Carlsbad Municipal Code (Planned Developments Ordinance) for development standards. C. Planned Development Common recreation areas are required for proposals subject to the Planned Developments Ordinance. All projects of more than 10 dwelling units shall provide 200 square feet of centralized, community recreation per unit. Projects proposing greater than 25 dwelling units shall provide both active and passive recreational facilities with a minimum of 75% of the area allocated to active use. Projects of more than 50 dwelling units shall provide recreation for a variety of age groups. La Costa Greens Neighborhood 1.09 is proposed with 75 dwelling unit lots. The size of the required recreation area is therefore 15,000 square feet (.34 acres). The recreation facility is on two lots which together total 7. 7 acres. The pad area for the recreation building, pools and terraces is approximately 34,850 square feet. The swimming and wading pools provide active PUD 02-1 l(A)-LA cosl GREENS NEIGHBORHOOD 1.09 ilREATION CENTER December 3, 2003 Pae 3 recreation for all age groups while the adjoining terrace and assembly building provide for passive recreation. The recreation building is comprised of three distinct wings which house a workout room, assembly room, storage, restrooms, changing rooms, and an administrative office. The building is 4,477 square feet. Building materials include stucco, brick, decorative tiles and iron, and clay tile roof. The building is designed in a Spanish style with accent elements such as horseshoe and pier arches, a tower, and French doors. Building setbacks from Lapis Road and Amber Lane are 3 5 feet or greater. The pool terrace provides a barbeque area, space for lounge chairs and some areas shaded by trellises. Outdoor assembly is provided adjacent to the assembly room. The outdoor area is accessed from the assembly room by French doors leading into a loggia. Shade is provided by a wood trellis and ambiance is provided by an outdoor fireplace. An artificial pond is proposed below the pool area. A pathway leads from the recreation building to a lookout over the pond and on to the public sidewalk. Although no swimming will be allowed in the pond, as proposed, the shore will be accessible. A lush landscape pallet is proposed around the structures and pool area. An unmanicured landscape design is used for the remainder of the site around the pond. A variety of tree species are proposed as well as a mixture of evergreen and deciduous. A specific number of trees is not identified on the plans, however, many are shown as 24" box sized specimens. Chapter 4 of the Villages of La Costa Master Plan (Master Plan Standards and Guidelines) requires parking for common recreation facilities at a rate of one space per 20 residential lots. Since Neighborhood 1.09 has 75 residential lots, four parking spaces are required. These four spaces are available as on-street parking adjacent to the facility. V. ENVIRONMENTAL REVIEW The proposed project has been reviewed pursuant to the California Environmental Quality Act (CEQA). No potentially significant impacts would result with the implementation of the project that were not previously examined and evaluated in the Final Program Environmental Impact Report for the Villages of La Costa Master Plan MP 98-01 (EIR 98-07), dated October 23, 2001. BIR 98-07 evaluates the potential environmental effects of the development and operation of the "Villages of La Costa Master Plan" and associated actions inclusive of the proposed recreation area project reviewed here. The City Council certified EIR 98-07 on October 23, 2001. At that time CEQA Findings of Fact, a Statement of Overriding Considerations, and a Mitigation Monitoring and Reporting Program were approved. All mitigation measures contained in the adopted Mitigation Monitoring and Reporting Program from BIR 98-07 applicable to the proposed recreation area project have been completed, incorporated into the project design or are required as conditions of approval for the project. The EIR 98-07 "Findings of Fact and Statement of Overriding Considerations" applies to all subsequent projects covered by the Villages of La Costa Master Plan Final Program BIR.
