SUBJECT: SDP 02-16 -COASTLINE COMMUNITY CHURCH -A determination that
the project is within the scope of the previously certified Arroyo La Costa Final
Program BIR and that the program BIR adequately describes the activity for the
purposes of CEQA, and a request for approval of a Site Development Plan for a
church campus in Village "J" of the Arroyo La Costa Master Plan on 6.43 acres
generally located south of Calle Barcelona and east of Paseo Aliso in Local
Facilities Management Zone 12.
I. RECOMMENDATION
That the Planning Commission APPROVE Planning Commission Resolution No. 5532
APPROVING Site Development Plan SDP 02-16 based on the findings and subject to the
conditions contained therein.
II. INTRODUCTION
The project is a church campus on approximately 6.43 acres. The site is located south of Calle
Barcelona and east of Paseo Aliso within La Costa Valley and was designated as a church site in
the Arroyo La Costa Master Plan. Although churches are typically processed as Conditional Use
Permits, the Arroyo La Costa Master Plan designated a Site Development Plan as the required
discretionary action.
The project complies with the requirements of the Arroyo La Costa Master Plan and the
necessary findings can be made for the approval being requested.
III. PROJECT DESCRIPTION AND BACKGROUND
Background
On July 31, 1990 the City Council certified Final Program BIR 86-02 for the Arroyo La Costa
Master Plan (MP 88-01) and approved the Arroyo La Costa Master Plan, a Master Tentative Map
and related applications. The Master Plan established the permitted uses, development
standards, and special design guidelines for each of the Master Plan villages. Village "J" was
designated for the future development of a church. The site has been subsequently rough graded
to benefit the development of the residential villages that surround the property. No other
development of the site has occurred.
The property slopes from the high elevation on the south down towards the northern property
line adjacent to Calle Barcelona. Rough grading of the site removed all natural vegetation.

Project Description
The project is a church campus to be built in phases. The campus consists of a 6,415 square foot
community building, 17,749 square feet of classroom buildings, and a 13,217 square foot
sanctuary. The first phase includes construction of the community building. The second phase
is placement of temporary modular buildings for use as classrooms. Phase three (A) is the
construction of classroom building "A." Phase three (B) is the construction of classroom
building "B." The final phase three (C) is removal of the modular buildings and construction of
the sanctuary.
Outdoor elements of the campus include water features, courtyards, two amphitheaters, a stage, a
baptismal, a fire pit and a play area.
The applicant has indicated that main church worship services will occur on Saturdays between
5:00 p.m. and 8:00 p.m., and also on Sundays between 7:00 a.m. and 12:00 p.m. The classroom
buildings are for Sunday school, youth activity, and church administration. The primary time of
use for the classrooms and youth activity will be on Saturdays and Sundays. The community
building will serve initially as the place for worship services. After the sanctuary is built, the
community building will be used primarily Monday through Friday, Saturdays until 5:00 p.m.
and Sundays after 12:00 p.m. The sanctuary and the community building will not be used
simultaneously.
IV. ANALYSIS
The project is subject to the following plans, standards, and policies:
A. General Plan;
B. Arroyo La Costa Master Plan;
C. Parking Ordinance Chapter 21.44 Carlsbad Municipal Code; and
D. Growth Management.
A. General Plan
The following Table A identifies General Plan goals and objectives relevant to the proposed
project and indicates the compliance of the proposal.

B. Arroyo La Costa Master Plan

The Arroyo La Costa Master Plan, adopted by the City in 1990 by ordinance, serves as the
zoning document governing the development of the project site.
The project is located within Village "J" of the Arroyo La Costa Master Plan at the southeast
corner of Calle Barcelona and Paseo Aliso. The Master Plan describes Village "J" as a church
site.
Setbacks are established in the Community Development Standards section of the Master Plan.
Consistent with the required 20-foot front yard setback standard, the buildings have a minimum
40-foot setback from Calle Barcelona. All proposed buildings are less than 30 feet in height.
In addition, two special design criteria were adopted for Village "J." Prior to development of the
site, a Site Development Plan is to be approved by the Planning Commission. Secondly, a
church developed at the site shall be designed to take advantage of the existing topography with
a minimal amount of grading. Retaining walls were anticipated to develop the site to its greatest
potential, while respecting the existing topography.
The site plan is consistent with the special design guidelines. The property has been designed
with various levels. Buildings have been located close to mid-slope with parking in the upper
slope and landscape along the Calle Barcelona street frontage.
The architectural style prescribed by the Master Plan is one that is harmonious with, but not
necessarily identical to, the architectural styles of adjoining residential Villages "I" and "Q," and
the adjacent Junior High School site.
The architectural style proposed by the applicant is similar to that used for the La Costa Valley
Recreation Center, also known as the "Valley Club," located across Calle Barcelona from the
church site. The Valley Club is the common recreation facility for the entire La Costa Valley
development. The design style used for that facility is craftsman with a substantial use of wood
and stone. Similarly, the Coastline Community Church has been designed with an extensive use
of wood siding, fascias, trellises, and stone veneers. The building profile is more horizontal than
vertical. A significant number of trees are proposed to be planted in a grove formation to
compliment the trademark "natural" materials of the craftsman style. A pedestrian trail, also a
requirement of the Master Plan, is provided along Calle Barcelona.

Not addressed in the Arroyo La Costa Master Plan is the church's proposal to phase construction.
Temporary modular classroom buildings are proposed to be used during Phases 2, 3(A) and 3(B),
while the permanent school buildings are under construction. The phasing plan shows the
temporary buildings located on the future sanctuary site. This area will be graded flat and the
temporary buildings organized to fit into the space. The siting of the temporary buildings is
acceptable since it does not affect any of the required buildout parking. However, regulation of a
time period that the temporary structures can be used on the site is appropriate. Resolution No.
5532 for the Site Development Plan limits the time period that the temporary buildings may be
used onsite to 24 months from the time that they are first installed onsite. The resolution also
includes a condition requiring review and approval by the Planning Director of the temporary
modular building design and ultimate placement to ensure integration of the buildings into the
church design prior to issuance of a building permit.
C. Parking Ordinance Chapter 21.44 Carlsbad Municipal Code
The project is subject to three separate parking standards for the sanctuary, school, and
administrative space. The comm1mity building has not been assessed with a parking demand
because it is intended as a place for the Coastline Community Church members to gather prior to
or after church services and not as a facility that will be occupied at the same time as the
sanctuary.
The first standard is categorized as public assembly that applies to the sanctuary. Public
assembly requires one space for each five seats in the sanctuary or one space for each one
hundred square feet of assembly area in the sanctuary, whichever is greater. The calculation of
spaces based on number of seats is appropriate. As proposed, the sanctuary has 500 seats;
therefore 100 parking stalls will meet the demand.
The second parking standard is applied to the classroom buildings. Given the expected ages of
children attending Sunday school classes, the elementary school standard has been applied.
Elementary schools require one space per employee with an adequate loading and unloading
area. The assumption in this standard is that students will not be driving to classes but that each
classroom teacher will need to be accommodated. The project proposes a buildout of 21
classrooms; therefore 21 parking stalls are required.
The third parking standard applies to the administrative facilities that will be used on a daily
basis during regular weekday business hours. One parking stall is required for each 250 square
feet of office space. The project is proposed with 4,184 square feet of administrative office
space and is therefore required to be provided with 17 available parking stalls.
The total requirement for the site is 138 parking stalls and 148 parking stalls have been provided
onsite.
D. . Growth Management Ordinance
The site is an infill project that is surrounded by existing development. Since the use is
compliant with the General Plan, it can be adequately serviced consistent with the Zone 12 Local
Facilities Management Plan (LFMP). All the facilities and services outlined in the Growth

Management Ordinance and Zone 12 LFMP will be available for this project as summarized in
the table below.

V. ENVIRONMENTAL REVIEW
The proposed project has been reviewed pursuant to the California Environmental Quality Act
(CEQA). Staff prepared an initial study for the project and concluded that no potentially
significant impacts would result with the implementation of the project that were not previously
examined and evaluated in the Final Program Environmental Impact Report for the Arroyo La
Costa Master Plan MP 88-01 (EIR 86-02) dated July 31, 1990. EIR 86-02 evaluates the potential
environmental effects of the development and operation of the Arroyo La Costa Master Plan
including analysis of traffic and circulation, water quality, biological resources, land use, and
associated actions inclusive of the proposed Village "J" project reviewed here.
The City Council certified EIR 86-02 on July 31, 1990. At that time CEQA Findings of Fact, a
Statement of Overriding Considerations, and a Mitigation Monitoring and Reporting Program
were approved. All mitigation measures contained in the adopted Mitigation Monitoring and
Reporting Program from EIR 86-02 applicable to the proposed Village J project have been
completed, incorporated into the project design or are required as conditions of approval for the
project. The EIR 86-02 "Findings of Fact and Statement of Overriding Considerations" applies
to all subsequent projects covered by the Arroyo La Costa Master Plan Final Program EIR.
The proposed activities would have no effects beyond those analyzed in the Final Program EIR,
as they are a part of the Arroyo La Costa Master Plan program BIR analyzed earlier. The project
village was designated as a church site in the Master Plan, the site has been graded and prepared
for development pursuant to previous mass grading approvals for La Costa Valley, and there is
no evidence that there are changed environmental circumstances. Therefore the project has been
determined to be within the scope of the Final Program EIR and no further CEQA compliance is
required. BIR 86-02 and the initial study for this application are available at the Planning
Department.
