Barberio Project Engineer: Clyde Wickham SUBJECT: SDP 03-13/CDP 03-25 -MORNING RIDGE -Request for approval of a Site Development Plan and Coastal Development Permit for building floor plans, elevations, and plotting for the construction of 28 single-family homes on previously subdivided lots located at the northeast comer of Poinsettia Lane and Black Rail Road in Local Facilities Management Zone 20. I. RECOMMENDATION That the Planning Commission ADOPT Planning Commission Resolutions No. 5629 and 5630 APPROVING Site Development Plan SDP 03-13 and Coastal Development Permit CDP 03-25 based upon the findings and subject to the conditions contained therein. II. INTRODUCTION The proposed project includes approval of architecture and plotting for 28 single-family homes on previously subdivided lots located in the R-1-Q zone and the Mello II segment of the City's Local Coastal Program (LCP). The project complies with City standards including the RLM General Plan Land Use Designation, the R-1-Q Zone, the Mello II Segment of the Local Coastal Program, Coastal Resource Protection Overlay Zone, City Council Policy No. 44 - Neighborhood Architectural Design Guidelines, City Council Policy No. 66 -Livable Neighborhoods, and the Zone 20 Specific Plan (SP 203). All necessary findings can be made for the approvals being requested. III. PROJECT DESCRIPTION AND BACKGROUND Background On May 11, 1999 the City Council approved a Mitigated Negative Declaration and Mitigation and Monitoring Program and Reporting Program and approved Tentative Map CT 98-05 creating 28 single-family residential lots and two open space lots (De Jong Residential Project). The Final Map was recorded on July 23, 2003 and grading and improvement of the project site is presently ongoing. The residential lots range in size from 7,536 to 34,848 square feet. The two open space lots created with CT 98-05 consist of a 1.491-acre HOA lot containing a recreation trail along Poinsettia Lane and a 21.168-acre open space lot for habitat purposes. Project Description The proposed project consists of a request for a Site Development Plan and a Coastal Development Permit for building floor plans, elevations, and plotting for the construction of 28 l' •+;' SDP 03-13/CDP 03-25 -'ORNING RIDGE May 19, 2004 Page 2 • single-family homes located at the northeast comer of Poinsettia Lane and Black Rail Road. To the north of the project site is the Palomar Oaks Industrial Park, to the south is Poinsettia Lane, Redeemer by the Sea Lutheran Church (under construction), and the Twin "D" Reservoirs site, to the east is the 21.168 acre open space habitat parcel and the Zone 19 -Aviara Comrp.unity Park site, and to the west is the Cantamar single-family home development. The proj_ect consists of 28, one-· and two-story single-family homes with three floor plans ranging in size from 2,687 to 3,781 square feet. Each floor plan has three elevation styles and the project has a total of seven color schemes. Each home is provided with three garage parking spaces arranged in a variety of combinations (front loaded, side loaded, and tandem). ANALYSIS The proposed project is subject to the following plans, ordinances and standards: A. Residential Low-Medium Density (RLM) General Plan Land Use Designation; B. . R-1 One Family Residential Zone (CMC 21.10) and Q Qualified Development Overlay Zone (CMC 21.06); C. Mello II Segment of the Local Coastal Program (LCP) and the Coastal Resource Protection Overlay Zone (CMC 21.203); and D. City Council Policy 44 -Neighborhood Architectural Design Guidelines, Policy 66 - Livable Neighborhoods, and Zone 20 Specific Plan (SP 203). The recommendation for approval of this project was develop·ed by analyzing the project's consistency with the applicable plans, ordinances, and standards. The project's compliance with each of the above regulations is discussed in detail in the sections below. SDP 03-13/CDP 03-25 -foRNING RIDGE May 19, 2004 Page 3 - A. Residential Low-Medium Density (RLM) General Plan Land Use Designation The General Plan Land Use Designation for the project site is Residential Low-Medium Density (RLM -0 to 4 du/ac.). This designation allows single-family home development at a density range of O to 4 dwelling units per gross acre. Surrounding properties are designated Residential Low-Medium Density (RLM) to the south and west, Planned Industrial (PI) to the north, and Open Space (OS) to the east. R-1 One Family Residential Zone (CMC 21.10) and Q Qualified Development Overlay Zone (CMC 21.06) As shown on the following Table 3, the 28 proposed single-family homes are consistent with the R-1 Zone development standards for building height, setbacks, and lot coverage (See Attachment 6). In addition, as a part of the City Council's approval of CT 98-05 in 1999, a "Panhandle Lot Setback Exhibit" was approved, which established specific front, side, and rear yard setback standards for Lots 27 and 28 of the proposed project (See Attachment 7). The plotting for the single-family homes proposed for Lots 27 and 28 comply with this previous City Council approval (See Attachment 6). Although the single-family homes are proposed on standard single-family lots, the "Q" Qualified Development Overlay Zone requires approval of a Site Development Plan, including building floor plans, architectural elevations, and plotting to ensure that the proposed homes are consistent with all required R-1 Zone standards. C. Mello II Segment of the Local Coastal Program (LCP) and the Coastal Resource Protection Overlay Zone (CMC 21.203) The 28 single-family lots proposed to be developed with single-family homes have been previously found in compliance with the applicable Mello II LCP resource preservation policies and implementing ordinances pertaining to soil erosion, sediment control and drainage facilities as part of the subdivision map and subsequent grading permit. The proposed one-and two-story single-family homes are consistent in size and architecture with surrounding development and will not obstruct public views or otherwise damage the visual beauty of the coastal zone. The proposed construction of a single-family home on each of the 28 single-family lots is· consistent with the LCP Land Use and Zoning Map designations (RLM/R-1) calling for single-family development at low medium density. D. City Council Policy 44-Neighborhood Architectural Design Guidelines, Policy 66 - Livable Neighborhoods, and Zone 20 Specific Plan (SP 203) New single-family residential projects of five _or more homes are required to comply with all provisions of City Council Policy No. 44 -Neighborhood Architectural Guidelines. These guidelines require some single-story units, single-story edges, separate building planes on front and rear elevations, increased average side yard setbacks, recessed or projected doors and windows, front elevations with porches, balconies, or courtyards, variation in roof ridges and heights, front entries that are visible from the street, and specific architectural design elements. · Residential projects are also required to comply with all applicable provisions of City Council Policy No. 66 -Livable Neighborhoods. These provisions require varied and articulated front building facades, clearly identifiable front doors, front-facing windows, front porches, courtyards, and balconies, and a variety of garage configurations. The intent of these provisions is to enhance the street scene and create opportunities for greater social interaction within a neighborhood. The Zone 20 Specific Plan (SP 203) also includes architectural guidelines requiring a variety of architectural styles and elements, articulated building forms, varied garage designs, building materials, roof heights and masses, and window and door enhancements. In addition, the Zone 20 Specific Plan requires that 25% of the units in a development must be designed to accommodate a recreational vehicle parking space in a required side yard (minimum level area of 200 square feet with a minimum width of 10 feet). SDP 03-13/CDP 03-25 -'ORNING RIDGE May 19, 2004 Page 5 The building floor plans, elevations, and plotting for the 28 proposed single-family homes comply with City Council Policy No. 44, City Council Policy No. 66, and the Zone 20 Specific Plan as shown in the Tables below. City Council Policy 44 -NEIGHBORHOOD ARCHITECTURAL DESIGN GUIDELINES Architectural Guideline 2 3 4 5 Standard A minimum of 15% (see Note #I below) of the total number of homes shall be single-story structures. Single-story is defined as a maximum plate-line of 15 feet and a maximum bu tiding height of 20 feet. Lofts are permitted subject to CMC Section 21.04.330. As an alternative to encourage homes with alley-loaded garages, a minimum of20% of the homes shall be single-story for the front 20% of the home (overall depth of house times 20%). A maximum of20% of the total number of homes are exempt from the requirement to have a single-story building edge.' The remaining 65% of the total number of homes shall comply with one of the following guidelines: • The home shall have a single-story building edge with a depth of not less than 8 feet and shall run the length of the building along one side except for tower elements. The roof covering the single-story element shall incorporate a separate roof plane and shall be substantially lower than the roof for the two-story element. Porches and Porte-cochere elements shall qualify as a single-story edge. Houses with courtyards that are a minimum of 15 feet wide located along the side of the house and setback a minimum of 15 feet from the property line are not required to have a single-story building edge. • The home shall have a single-story building edge with a depth of not less than 5 feet and shall run the length of the building along one side. The roof of the single-story element shall be substantially lower than the roof for the two-story element of the building. • The home shall have a single-story building edge with a depth of not less than 3 feet for 40% of the perimeter of the building. For at least 66% of the homes in a project, there shall be at least three separate building planes on street side elevations oflots with 45 feet of street frontage or less and four separate building planes on street side elevations of lots with a street frontage greater than 45 feet. Balconies and covered porches qualify as a building plane. The minimum offset in planes shall be 18 inches and shall include, but not be limited to, building walls, windows, porches and roofs. The minimum depth between the faces of the forward-most plane and the rear plane on the front elevation shall be 10 feet. A plane must be a minimum of30 sq. ft. to receive credit under this section. Rear elevations shall adhere to the same criteria outlined in Number 4 above for front elevations except that the mimmum depth between front and back planes on the rear elevation shall be 3 feet. Rear balconies qualify as a building plane. Comments The enclosed proposal includes a total of 28 total u111ts, which equates to a requirement of 4.2 units being single- story. Plan I of the proposal 1s a single-story unit and is plotted 8 times withm the development. However, due to the small nature of this project (28 total units) only 4 u111ts of the Plan I unit mix is being accredited to meet this requirement. The remaining 4 units will be used to satisfy Guideline No. 3 below. 20% of the total number of proposed units is 5.6 units or 6 units per Note #I of the policy. The Plan 3 of the proposal has no single-story building edge and is plotted a maximum of 6 times within the development. The project complies with this guideline by providing a single-story building edge with a minimum depth of 3 feet for more than 40% of the perimeter of each unit. The proposed Plan 2 incorporates the required single-story building edge along the front and side of the unit for a total of 46% of the plan's perimeter. Plan 1 is a single-story unit and therefore has a single-story building edge for I 00% of the plan's perimeter. 65% of the total number of units for the project equates to 18.2 units. The Plan 2 is plotted on 14 lots within the development and with the remaining 4 units of the Plan I from Guideline No. I above; the total number of units plotted within the project that complies with this guideline is 18 units. All three-plan types for the development exceed the minimum number of planes on the front elevation. Plan I includes five front building planes with Plans 2 and 3 both including six building planes on the front facade of each unit. There are three (3) additional instances where the side elevations of the units are exposed to the public right-of- way. Therefore there are a total of 32 instances within the development that have street side elevations resulting in a requirement of21. I units requiring the minimum number of planes. Of those 32 there are only 3 occurrences, Lots I, 7 and 22, where the street side elevation do not have the minimum number of building olanes. Plan types I and 2 meet this guideline by providing four separate building planes in the rear of each unit. Garages Homes should be designed to feature the residence as the prominent part of the structure in relation to the street. A variety of garage configurations should be used to improve the street scene. This may include tandem garages, side-loaded garages, front-loaded garages, alley-loaded garages and recessed garages. Street Design An interconnected, modified (grid) street pattern should be incorporated into project designs when there are no topographic or environmental constraints. Interconnected streets provide pedestrians and automobiles many alternative routes to follow, disperse traffic and reduce the volume of cars on any one street in the neighborhood. Streets should be designed to provide both vehicular and pedestrian connectivity by minimizing the use of cul-de-sacs. The street network should also be designed to create a safer, more comfortable pedestrian and bicycling environment. Local residential streets should have travel and parking lanes, be sufficiently narrow to slow traffic, provide adequate access for emergency and service vehicles and emergency evacuation routes for residents and include parkways with trees to form a pleasing canopy over the street. Local residential streets are the public open space in which children often play and around which neighborhoods interact. Within this context, vehicular movement should be additionally influenced through the use of City-accepted designs for traffic calming measures. Parkways Street trees should be planted in the parkways along all streets. Tree species should be selected to create a unified image for the street, provide an effective canopy, avoid sidewalk damage and minimize water consumption. Pedestrian Walkways Pedestrian walkways should be located along or visible from all streets. Walkways (sidewalks or trails) should provide clear, comfortable and direct access to neighborhood schools, parks/plazas and transit stops. Primary pedestrian routes should be bordered by residential fronts, parks or plazas. Where street connections are not feasible (at the end of cul-de-sacs), pedestrian paths should also be provided. Centralized Community Recreation Areas Park or plazas, which serve as neighborhood meeting places and as recreational activity centers should be incorporated into all planned unit developments. As frequently as possible, these parks/plazas should be designed for both active and passive uses for residents of all ages and should be centrally located within the project. Parks and plazas should be not be sited on residual parcels, used as buffers from surrounding developments or to separate buildings from streets. Comments The proposed plan types have numerous building planes and articulation within the front facades that provides the intended visual interest from the principle. The proposed plan types also incorporate a variety of porches, courtyards and balconies that enhance the street scene and promote social interaction within the neighborhood. The project utilizes a combination of tandem and side- loaded garages to provide variety and eliminate any instances of front loaded three-car garages. With the addition of the porches, courtyards and balconies incorporated mto the different architectural styles and the absence of front loaded three-car garages, the intent of the design for the proposed units was to promote the residential qualities of the home and de-emphasize the garage. Staff has concluded that no potentially significant impacts would result with the implementation of this project that were not previously examined and evaluated in the Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program for the De Jong Residential Project CT 98-05, dated May 11, 1999 (City Council Resolution No. 99-161). The Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program evaluates the potential environmental effects of the development. The City Council adopted the Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program on May 11, 1999. At that time CEQA "Findings of Fact" were approved. All mitigation measures contained in the adopted Mitigation Monitoring and Reporting Program for the De Jong Residential Project applicable to this project have been completed, incorporated into the project design or are required as conditions of approval for this project. The proposed project would have no effects beyond those analyzed in the Mitigated Negative Declaration. This project is within the scope of the previously adopted Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program· and no further CEQA compliance is required. The previously adopted Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program for the De Jong Residential Project CT 98-05 are available at the Planning Department.
