AGENDA OF: August 15, 2007 ItemNo. 0 Application complete date: April 11, 2007 Project Planner: Jason Goff Project Engineer: Clyde Wickham SUBJECT: CUP 06-08 -BOY'S AND GIRL'S CLUB -Request for a determination that the project is within the scope of the previously certified Bressi Ranch Master Plan Program EIR and that the Program EIR adequately describes the activity for the purposes of CEQA, and approval of a Conditional Use Permit for the development of an 18,633 square foot Boy's and Girl's Club, generally located north of Paradise Road, west of Bressi Ranch Way, east of the Bressi Ranch Village Square, in Planning Area 15 of the Bressi Ranch Master Plan and in Local Facilities Management Zone 17. I. RECOMMENDATION That the Planning Commission ADOPT Planning Commission Resolution No. 6328 APPROVING Conditional Use Permit (CUP 06-08) based on the findings and subject to the conditions contained therein. II. INTRODUCTION The proposed project consists of a Conditional Use Permit to construct a Boy's and Girl's Club in Planning Area 15 of the Bressi Ranch Master Plan. The site is designated in the Master Plan as Community Facilities (CF). A Conditional Use Permit, approved by the Planning Commission, is required for community facilities and supersedes the need for a Site Development Plan. III. PROJECT DESCRIPTION AND BACKGROUND The Carlsbad Boy's and Girl's Club is requesting Planning Commission approval of a Conditional Use Permit to construct and operate a new club in the mixed-use Planning Area 15 of the Bressi Ranch Master Plan. The site is vacant and was previously graded as part of the mass grading operations for the initial subdivision of Bressi Ranch. The site has been used previously for the Bressi Ranch Welcome Center and is therefore without vegetation or improvements. The Bressi Ranch Master Plan identifies the property in Planning Area 15 as being developed with a combination of uses to create a mixed-use village center for the Master Plan. As proposed, the project will include an 18,633 square foot Boy's and Girl's Club to accompany the future Bressi Ranch Village Center. Site Plan: The project site has street frontage on two sides with Paradise Road to the south and Bressi Ranch Way to the east. Both streets are designated as collectors. The property to the {'\ . ., CUP 06-08 -BOY'S AND IRL'S CLUB August 15, 2007 Page2 north and east is developing as a future mixed-use commercial retail center (Bressi Ranch Village Center); the property to the south is built out with single family residential detached homes; and the property to the west is developed as the Bressi Ranch Village Square, a one acre common recreation area for Bressi Ranch. Access to the site is from Bressi Ranch Way and Town Garden Drive by way of an access easement through the proposed Bressi Ranch Village Center project site. Two points of pedestrian access are provided to the project sit.e from Paradise Road. A five foot wide sidewalk connects Paradise Road with the main entrance to the Boy's and Girl's Club, and a 10 foot wide paseo connects Paradise Road with the future Bressi Ranch Village Center and the club's courtyard located on the west side of the building. On-site parking is provided along north and east sides of the building near the main entrance to the club. A large vehicle pull-out area, which is sized to accommodate both bus and fire truck turning movements, is provided near the entrance for the loading and unloading of children. Architecture: The architectural design for the Boy's and Girl's Club is patterned after the Bressi Ranch Community Center building which is of a Spanish/Monterey architectural style. The building incorporates both hip and gable type roofs with exposed wooden rafter tails and concrete roof tiles. Decorative out-lookers, recessed windows, shutters, attached wood trellises, brick, stucco, split-faced CMU and vertical board and batten siding further accent the building's architecture. Uses: The Boy's and Girl's Club building is generally divided into five. sub-areas; administration, gymnasium, activities, service, and outdoor courtyard. While the administration portion of the club is large, approximately 3,074 square feet, the activities portion of the club and the gymnasium make up the bulk of the club uses, with 6,775 square feet being dedicated to the gymnasium and 7,642 square feet to activities. The new club will operate as the headquarters for all Boy's and Girl's Clubs within the City of Carlsbad, and will provide conference rooms, administrative work stations and offices to facilitate that use. The bulk of club activities will include drama, dance, music, art, technology and games. The gymnasium includes a separate entrance with lobby and restrooms, full basketball court, weight room, and an office for the Athletic Director. Along the west side of the gymnasium are three large windows with dimensions of approximately 10 ft. x 11 ft. These windows will provide grand westerly views of the Village Square from within, and conversely offer pedestrians passing by on the paseo glimpses of the sports activities occurring inside. An outdoor courtyard, located in the southwest comer of the site, will provide an additional connection with both the paseo and the Bressi Ranch Village Square. Hours of Operation: The Club will operate around three time schedules during the year: 1. School Year -Weekday Schedule: The Boy's and Girl's Club will be open to administrative staff only from 8:00 A.M. to 2:30 P.M., followed by after school activities beginning at 2:30 P.M. and ending at 6:00 P.M. Sport League activities will follow the after school activities period beginning at 6:00 P.M. and ending at 8:30 P.M. In general, all Sport League games that are scheduled throughout the year will last for one hour with a one-half hour transition period between each game to avoid an overlap of on-site parking. During evening Sport League activities, there will be no other Boy's and Girl's Club activities operating during the same time period. -CUP 06-08-BOY'S AND GIRL'S CLUB -August 15, 2007 Page 3 2. All Year -Weekend Schedule: The Boy's and Girl's Club will be open on Saturday only to offer Sport League activities. Weekend Sport League activities begin at 8:30 A.M. and end at 3:00 P.M., with the last game scheduled to end at 2:30 P.M. The rest of the club will be cl~sed during weekend sport league activities. 3. Summer -Weekday Schedule: During the summer when children are out of school, Boy's and Girl's Club activities will begin at 7:00 A.M. and end at 6:00 P.M. Sport League activities will follow beginning at 6:00 P.M. and ending at 8:30 P.M. During evening Sport League activities, there will be no other Boy's and Girl's Club activities operating at the same time. Parking: A Boy's and Girl's Club use is not specifically identified within the parking chapter of the Zoning Ordinance. As such, pursuant to Section 21.44.030 of the Carlsbad Municipal Code, parking was analyzed according to the most comparable use and is further supplemented by a parking survey prepared by Urban Systems Associates, Inc. According to the survey, the proposed club will require 32 parking spaces to operate effectively. The project site has been designed accordingly and provides a total of 32 parking spaces. IV. ANALYSIS The proposed project is subject to the following plans, ordinances, standards, and policies: A. Community Facilities (CF) General Plan Land Use designation; B. Bressi Ranch Master Plan (Master Plan 178); C. Carlsbad Municipal Code, Title 21 (Zoning Ordinance) including: 1. Community Facilities Zone (CF) (C.M.C. 21.25); 2. Conditional Uses (C.M.C. 21.42); 3. Local Shopping Center (C-L) (C.M.C. 21.31); 4. Parking Ordinance, (C.M.C. 21.44); D. McClellan-Palomar Airport Comprehensive Land Use Plan; and E. Growth Management Ordinance (C.M.C. 21.90). The recommendation for approval of this project was developed by analyzing the project's consistency with the applicable regulations and policies. The project's compliance with each of the above regulations is discussed in the sections below. A. Community Facilities (CF) General Plan Land Use Designation The project site has a combination General Plan Land Use designation of RH (Residential High Density), L (Local Commercial), and CF (Community Facilities). Planning Area 15 of the Bressi Ranch Master Plan is intended to develop as a mixed use center serving the entire Bressi Ranch Master Plan area. The proposed project implements the CF Land Use designation part of the mixed use center. An adjacent property to the northwest, the Mulberry Condominiums, implements the RH Land Use designation, and the L Land Use designation is being implemented by the proposed Bressi Ranch Village Center, which is an application currently on file with the City and undergoing public review. With the approval and implementation of these three projects, Planning Area 15 will be developed to fully implement the mixed use vision of the Bressi Ranch Master Plan. -CUP 06-08 -BOY'S AND GIRL'S CLUB August 15, 2007 Page4 The CF Land Use designation allows facilities for child care providers, places of worship, senior citizens, charities, and a range of other community-servicing activities that are not considered the traditional residential, industrial, or commercial type land use. The General Plan recognizes these types of land uses as being important, and a traditional member of any vital and fully functioning community. Because the organizations that typically pursue these activities are often non-profits or quasi-for-profits, their financial resources are often limited. The land within large- scale developments, which is generally being planned and marketed for upscale homes, shopping centers, and industrial campuses, is very often unaffordable to these types of organizations, and thus makes it unlikely for these types of facilities to be easily incorporated into the community. Therefore, the purpose of the CF Land Use designation is to assure that some land within communities, especially new master plan and specific plan areas, are identified and set aside solely for these types of land uses. The Bressi Ranch Master Plan has set aside this parcel of land for this specific type of activity. The project meets the criteria for a community facilities type use, in that a Boy's and Girl's Club is a non-profit business aimed at providing community- servicing activities. The Bressi Ranch Master Plan was found to comply with the applicable General Plan Goals, Objectives and Policies. This project is in conformance with the Master Plan and therefore is also in compliance with the General Plan. B. Bressi Ranch Master Plan, MP 178 COMPLY Yes Yes Yes Planning Area 15 of the Bressi Ranch Master Plan consists of a 27.7 acre site, which is bordered by Gateway Road to the north, Bressi Ranch Way and Paradise Road to the south, El Fuerte Street to the east, and Nygaard Street and Finnila Place to the west. The purpose of this planning area is to allow for the creation of a unique mixed-use neighborhood that will create a sense of place within the Bressi Ranch Master Plan that is not dependent on the automobile. It was envisioned that Planning Area 15 would function like a small traditional village that would include residential and commercial uses surrounding a Village Square. Within the planning area, it was conceived that there would be a mixture of commercial/retail, office, housing and community facility type uses. Planning Area 15 is presently developed with the Village Square, a one acre common recreation area and the Mulberry Condominiums. The Bressi Ranch Village Center, which is currently undergoing its discretionary approvals, will make up the commercial/retail component of the mixed use neighborhood, and the proposed Boy's and Girl's Club will fulfill the community facilities component of the plan. In addition to the anticipated uses listed above, uses also identified in Chapter 21.25 (C-F Zone) of the Carlsbad Municipal Code are also permitted within Planning Area 15 as recognized by the Master Plan. A Boy's and Girl's Club is permitted in the C-F Zone subject to Planning Commission approval of a Conditional Use Permit. According to the Master Plan, unless specified otherwise, all development in Planning Area 15 shall comply with the corresponding regulations and development standards of the Local Shopping Center (C-L) Zone (C.M.C. 21.31) CUP 06-08-BOY'S AND !RL'S CLUB August 15, 2007 Page 6 ' and Parking Ordinance (C.M.C. 21.44). Compliance with the C-F Zone (C.M.C. 21.25) is discussed below in Section C.l of this report, and compliance with the C-L Zone and the Parking Ordinance is further discussed in Sections C.3 and C.4. The project has implemented the general design criteria of the Master Plan. The site plan encourages pedestrian movement and transportation through the use of wide, articulated sidewalks and a designated bicycle parking area. All sidewalks connect with Paradise Road, safely leading children to the club, and other pedestrians to the Bressi Ranch Village Center. The club facility and gymnasium are oriented such that windows, doors and the courtyard face the street and the active pedestrian areas. This design will increase public safety by placing "eyes" and activity on the street and the Village Square. Where the parking lot abuts the street at Bressi Ranch Way and Paradise Road, a combination of lower parking lot topography and heavy landscaping has been used to screen parked cars and screen headlight glare from the adjacent residences to the south. C.1/C.2 Conimunity Facilities Zone (C.M.C. 21.25)/Conditional Uses (C.M.C. 21.42) The site is zoned Planned Community (PC) with an underlying C-F (Community Facilities) zoning designation in the Bressi Ranch Master Plan. The intent and purpose of the C-F Zone is to ensure that all master plans and residential specific plans reserve community facilities sites of adequate size for uses which benefit the community as a whole by satisfying social, religious, and human service needs. Pursuant to Section 21.25.040 of the Carlsbad Municipal Code, a Boy's and Girl's Club use may be approved by the Planning Commission by way of a Conditional Use Permit. The findings to support a Conditional Use Permit are detailed in the attached Planning Commission Resolution No. 6328. The proposed Boy's and Girl's Club use is considered desirable for the development of the Bressi Ranch community and has been designed to function in harmony with the surrounding residents and the future Bressi Ranch Village Center. C.3 Local Shopping Center (C-L) Zone (C.M.C. 21.31) The Bressi Ranch Master Plan states that unless specified otherwise, all development in Planning Area 15 shall comply with the development standards of the Local Shopping Center (C-L) Zone (C.M.C. 21.31). C.4 Parking Ordinance (C.M.C. 21.44) Pursuant to the Section 21.44.030 of the Carlsbad Municipal Code, where the parking requirements of a use are not specifically defined, the parking requirements for such use shall be determined by the Planning Commission, and such determination shall be based upon the requirements for the most comparable use specified in the parking chapter. The Boy's and Girl's Club use is not specifically listed within the Parking Ordinance. To determine which is the most comparable, both the Elementary School and High School parking ordinance standards were analyzed. An Elementary School requires one space per employee, which would result in 12 parking spaces being required for the project. High Schools require one space per employee, plus one space per each 10 students. The Boy's and Girl's Club anticipates an average attendance of 200 children, plus 12 employees. Therefore, based on the High School parking standard, the proposed club would require 32 parking spaces. Despite the average age of a club user being between the ages of 7 and 12 years old, a High School use was determined to be the most comparable because of the Sport League Activities. It is anticipated that the Sport League Activities would involve parents driving children to the games and staying after to watch. Therefore, because the High School parking standard anticipates a driving component, which the CUP 06-08-BOY'S AND IRL'S CLUB August 15, 2007 Page 9 Elementary School does not, a High School use was determined to be the most comparable use for determining parking. In addition, a parking survey was prepared by Urban Systems Associates, Inc. to supplement the parking ratio (see Attachment No. 6). It analyzed the anticipated use of the proposed Boy's and Girl's Club and compared it against other similar clubs within North County. Parking accumulation and utilization tables were generated for the School Year Weekday Schedule, All Year Weekend Schedule, and Summer Weekday Schedule. Studies of parking occupancy at three clubs located in Vista, San Marcos and Solana Beach were conducted · during peak operating times on a weekday and on a Saturday to confirm the parking characteristics associated with these activities. Additional parking surveys at the Vista and San Marcos locations were conducted from 8:00 A.M. to 8:00 P.M. on Tuesday, May 8, 2007. The parking survey concluded that 32 parking spaces would be adequate to accommodate the typical weekday and Saturday parking demands. It was determined from the survey that the highest parking demands were generated by Sport League activities associated with the Boy's and Girl's Club use. Where a typical basketball team consists of 8 to IO players with one coach, and assuming a I 00% parking utilization rate during a game, a total of 22 parking spaces would be required during a typical basketball game. Because the rest of the Boy's and Girl's Club will be closed during Sport League activities, and each game will include a one-half hour transition period between each game, there will be no overlap in parking and 32 parking spaces will suffice. D. McClellan-Palomar Airport Comprehensive Land Use Plan The project is consistent with the Bressi Ranch Master Plan and therefore also consistent with the Airport Comprehensive Land Use Plan since the San Diego Regional Airport Authority Airport Land Use Commission reviewed the Bressi Ranch Master Plan for consistency with the McClellan-Palomar Airport Comprehensive Land Use Plan (CLUP) and found it to be consistent with the CLUP. Subsequent projects consistent with the Master Plan are therefore not required to be reviewed by the Airport Land Use Commission for CL UP consistency. More specifically, the project site is located southeast of the McClellan-Palomar Airport. It is not within the current boundaries of the Airport Influence Area (AIA) or the Flight Activity Zone (FAZ). The AIA is generally the area in which current and future airport-related noise, overflight, safety and/or airspace protection factors may affect land uses or necessitate restrictions on use. The FAZ identifies properties that in addition to the considerations of the AIA, should be held free of intensive development. The project site is also outside of the plotted airport 65 CNEL noise contours in the Comprehensive Land Use Plan (CLUP). Therefore, noise attenuation and land use compatibility with the airport are not an issue. E. Growth Management (C.M.C. 21.90) The proposed project is subject to the provisions of the Growth Management Program, as contained in Chapter 21.90 of the Zoning Ordinance and in the approved Zone 17 Local Facilities Management Plan. ENVIRONMENTAL REVIEW The proposed project has been reviewed pursuant to the California Environmental Quality Act (CEQA). Staff concluded that no potentially significant impacts would result with the implementation of the project that were not previously examined and evaluated in the Final Program Environmental Impact Report for the Bressi Ranch Master Plan MP 178 (EIR 98-04), dated July 9, 2002. EIR 98-04 evaluates the potential environmental effects of the development and operation of the "Bressi Ranch Master Plan" including analysis of traffic circulation, water quality and compliance with SB 221 and SB 610 regarding water availability, biological resources, and land use and associated actions inclusive of the proposed planning area project reviewed here. The City Council certified EIR 9&-04 on July 9, 2002. At that time CEQA Findings of Fact, a Statement of Overriding Considerations, and a Mitigation Monitoring and Reporting Program were approved. · All mitigation measures contained in the adopted Mitigation Monitoring and Reporting Program from EIR 98-04 applicable to the proposed planning area projects have been completed and incorporated into the project design or are required as conditions of approval for the project. The EIR 98-04 "Findings of Fact and Statement of Overriding Considerations" applies to all subsequent projects covered by the Bressi Ranch Master Plan Final Program EIR. The proposed activities would have no effects beyond those analyzed in the program EIR, as they are a part of the program analyzed earlier. This project is within the scope of Final Program EIR 98-04 and no further CEQA compliance is required. EIR 98-04 is available at the Planning Department. PROJECTED USES FOR THE BRESSI RANCH LOCATION Attached are parking projections based on the proposed activities at the Bressi Ranch Boys and Girls Club as provided by the project architect. These activities and schedules are unique to the Bressi Ranch location and assume the following restrictions on activities: School Year -Weekday Schedule □ There are no morning or early afternoon activities. Boys and Girls Clubs a/Carlsbad June 8, 2007 Summer-Weekday Schedule □ There will be no other Boys and Girls Club activities at the times summer Sports League games take place. □ Games will last one hour with a half-hour transition period between games so that there will be no overlap parking from one game to the next. PARKING OBSERVATIONS In order to confirm the parking characteristics associated with these activities, we initially observed and tabulated parking occupancy at three locations, Vista, San Marcos, and Solana Beach during peak operating times 9n weekdays and on a Saturday. Additional parking surveys at the Vista and San Marcos locations were conducted from 8:00 A.M. to 8:00 P.M. on Tuesday, May 8, 2007. Vista Boys and Girls Club The Vista location has a Boys and Girls Club clubhouse of 9,000 square feet and an adjacent gymnasium of 9,000 square feet totaling approximately 18,000 square feet. A grass sports field outlined for soccer and little league is also included on site with access through a south gate. The highest parking occupancy at this location occurred at 6:00 P .M. during a weekday and was 39 parked vehicles including the gymnasium and grass fields, which were in use at the time of the latest parking observation. The projected uses for the Bressi location show parking peaking at 4:30 to 5:00 P.M. for after school activities without evening Sports Leagues. San Marcos Boys and Girls Club The San Marcos location is much larger than the Vista location and the future Carlsbad location, with an approximately 19,000 square foot clubhouse, and 28,000 gymnasium and recreation building, while the Bressi Ranch Boys and Girls Club will be only 18,633 square feet with the gymnasium included. During the latest weekday parking occupancy at this location, the gymnasium was open with parking occurring that was oriented to the Boys and Girls Club separated by the driveway. The highest parking occupancy occurred at 4:00 P.M. and consisted of 31 vehicles. The gymnasium has three courts for adult leagues, with the parking of this use primarily after 6:00 P.M. The total parking for the sports league was 92 cars which averages to 31 cars per court. A maximum of six vehicles were observed at any one time picking-up or dropping off students. This location also compares favorably with the projected activities at the Bressi Ranch location, a much smaller location, with 32 spaces to be provided. Solana Beach Location Gymnasium Only A Saturday afternoon parking observation was conducted at a third location with scheduled youth basketball league activities. That location is the San Dieguito Club located at 533 Lomas Santa Fe Road in Solana Beach. Games were scheduled from 8 A.M. to 3 P.M. starting each hour. The clubhouse is being re-built, so that only adult pool and youth basketball activities were occurring. The existing gymnasium. includes only one basketball court within the approximately 7,000 square foot building. The typical parking demand for the basketball games at the beginning of games was observed at 35 to 40 vehicles. However, these games started each hour so that there was an overlap of parking of arriving and departing participants. Boys and Girls Clubs of Carlsbad June 8, 2007 after the start of a game, the parking occupancy for basketball participants dropped to 20 to 25 vehicles as the previous games' participants departed. Based on our parking survey it can be concluded that the 32 spaces to be provided at the Carlsbad Boys and Girls Club would be adequate to accommodate the typical weekday and Saturday parking demand for the following reasons: • The Vista location of 18,000 square foot comparable size to the future Bressi Ranch site, but has soccer and little league fields, with approximately 45 spaces, and a maximum of 39 spaces occupied during the weekday peak operation times. Excluding sports field parking, there were a maximum of 31 spaces occupied by parking for both the Clubhouse and the gymnasium at 8:00 P.M. • The San Marcos location with an approximately 19,000 square foot clubhouse and 28,000 square foot gymnasium with three courts for adult leagues has parking near the club house of approximately 133 spaces. A maximum of 31 vehicles were parked at the peak time for clubhouse activities. Since the San Marcos clubhouse is more than twice the size of the planned Carlsbad clubhouse, the parking demand for Carlsbad staff should be less than the San Marcos location, and within the 32 spaces to be provided at the Bressi Ranch site. The adult sports leagues use three basketball courts in the San Marcos gymnasium after Boys and Girls Club activities have ended. A maximum of 92 cars were parked after 6 :00 P .M., an average of 31 cars per court. • The Solana Beach club was used for youth basketball league play on Saturday. There are no clubhouse activities at this time. The maximum parking occupancy was 40 vehicles at the start of games and 25 vehicles twenty minutes after the start. Overlap parkers dissipate within one half hour after the start of each game. Therefore it is recommended that the Carlsbad Boys and· Girls Club youth games begin one- half hour after the previous game ends. Boys and G'irls Clubs of Carlsbad June 8, 2007 SUMMARY AND CONCLUSIONS • The Vista location and the future Carlsbad site will be similar in size and both sites include gymnasiums. However, the Vista site also includes parking and access to grass sports fields used for soccer and little league. The Vista site maximum parking demand is 39 vehicles during peak weekday operations including the gym and ball fields in operation. The 32 spaces to be provided at the Bressi Ranch location easily accommodate the clubhouse use and the gym use. Afternoon peak parking occurs similar to the projected peak time for the Bressi Ranch location. • The 47,000 square foot San Marcos site is much larger than the proposed 18,633 square foot Carlsbad Clubhouse. The San Marcos gym includes three courts for adult leagues. The peak weekday parking demand of 29 vehicles associated with the clubhouse for this much larger facility is within the 32 spaces to be provided at the Bressi Ranch site. Also, afternoon peak parking is similar to projections for the Bressi Ranch site. The adult leagues occupy only 31 spaces per court after clubhouse operations. • The Saturday youth league basketball games at the Bressi Ranch site will need to be scheduled with a one-half hour transition period between games, so that "overlap" parking does not occur. With this scheduling, Saturday parking demand for these games can be accommodated with the 32 spaces being provided. Provided attached are site plans for the existing Vista, San Marcos, and Solana Beach locations plus the future Bressi Ranch site. Also attached are the San Marcos gymnasium and Boys and Girls Club schedule, and the Solana Beach Pardee Aquatics Center schedule.
