AGENDA OF: August 17, 2011 Project Planner: Jennifer Jesser Project Engineer: N/A SUBJECT: GPA 07-02/LCPA 07-02/ZCA 07-01 - ENVISION CARLSBAD PHASE 2 – Staff presentation and Planning Commission discussion of draft alternative plans for the General Plan update. I. RECOMMENDATION That the Planning Commission 1) receive the staff presentation, and 2) discuss and provide feedback to staff regarding the draft alternative plans for the General Plan update. II. INTRODUCTION The development of alternative plans, which identify different land use alternatives for various locations throughout the city, is part of Envision Carlsbad Phase 2 – Task 2 (development of alternative plans for the General Plan update). Input from the Envision Carlsbad Citizens Committee (EC3) and Planning Commission will be used to refine the alternative plans prior to presenting them to the community at workshops in October/November 2011. Input from the community will be used to create a draft Preferred Plan that will be reviewed by the EC3 and Planning Commission, and ultimately adopted by the City Council (adoption of the Preferred Plan is anticipated to occur in May 2012). Once the Preferred Plan is adopted, the drafting of the General Plan will begin. III. PROJECT DESCRIPTION/BACKGROUND/ANALYSIS Envision Carlsbad Phase 2 – Task 2 (Plan and Policy Alternatives) is now at the stage of creating three alternative land use plans that reflect the core values of the Carlsbad Community Vision and the alternatives brainstorming feedback received from the EC3, Planning Commission, and development community. At three separate workshops, the EC3 (May 11, 2011), development community (June 8, 2011), and Planning Commission (July 13, 2011) brainstormed alternative land uses for eleven focus areas in the city. The eleven focus areas are areas where there is vacant or underutilized land, and areas with the potential for redevelopment. These focus areas offer the greatest opportunity to identify the types of land uses that will help to fulfill the Carlsbad Community Vision (previously distributed to the Planning Commission and available online at www.carlsbadca.gov/services/departments/community/envision-carlsbad/Pages/carlsbad- community-vision). Attached to this report are the notes from the three alternatives brainstorming workshops. The EC3 and Planning Commission notes are combined in Attachment 1 and the development 2 GPA 07-02/LCPA 07-02/ZCA 07-01 – ENVISION CARLSBAD PHASE 2 August 17, 2011 PAGE 2 community’s notes are listed in Attachment 2. The development community workshop was conducted in a different format than the EC3 and Planning Commission workshops, therefore, the development community’s brainstorming notes are listed separately in a different format. During this Planning Commission meeting, staff will present three draft alternative plans that have been developed by staff and the consultant, and which: 1) reflect concepts from the core values of the Carlsbad Community Vision (such as locating commercial services within a walkable distance of neighborhoods; locating more commercial and recreational uses along the coast; and enhancing the economic core of the city with more residential and commercial uses); and 2) reflect the alternative brainstorming ideas of the EC3, Planning Commission and development community. Following the presentation of the three draft alternative plans, staff requests feedback from the Planning Commission in regard to whether or not the draft plans: 1) capture the primary ideas summarized in Attachments 1 and 2 for each focus area, and 2) reflect the land use related values of the Carlsbad Community Vision. Staff also requests any additional comments the Planning Commission may have on the three alternative plans. On August 10, 2011, the EC3 reviewed the draft alternative plans and provided staff and consultants with feedback. The Planning Commission’s feedback will be combined with the EC3’s to refine the alternative plans. It is anticipated that the alternative plans will be presented to the community at workshops in October/November 2011. The community workshops will be the first step in Envision Carlsbad Phase 2 – Task 3 (development of the Preferred Plan), which will involve additional meetings with the EC3, Planning Commission and City Council beginning in January/February 2012 through May 2012. IV. ENVIRONMENTAL REVIEW The activities associated with Envision Carlsbad Phase 2 (public outreach, analysis, research, and preparation of draft documents) will not involve or result in any disturbance to the environment, and is categorically exempt from the California Environmental Quality Act (CEQA). CEQA Section 15306 describes the following activities as being exempt from environmental review: “…basic data collection, research, experimental management, and resource evaluation activities which do not result in a serious or major disturbance to an environmental resource. These may be strictly for information gathering purposes, or as part of a study leading to an action which a public agency has not yet approved, adopted, or funded.” An Environmental Impact Report (EIR) will be prepared as part of Envision Carlsbad Phase 2, which will analyze the environmental impacts associated with the new General Plan, LCP, and Zoning Ordinance. The EIR will be prepared consistent with CEQA. Prior to City adoption of a new General Plan, LCP, or Zoning Ordinance, the EIR must be adopted by the City Council.
