AGENDA OF: November 18, 2015 Project Planner: Scott Donnell Project Engineer: N/A SUBJECT: DRAFT VILLAGE & BARRIO MASTER PLAN – Staff presentation on the draft Village & Barrio Master Plan. The proposed planning document provides land use regulations and design guidelines for the city’s downtown Village and adjacent Barrio. The Village and Barrio are generally located west of Interstate 5 between Tamarack Avenue and Buena Vista Lagoon. The railroad corridor forms the west boundary of the Barrio. Parts of both neighborhoods are in the Coastal Zone. I. RECOMMENDATION This is an information item only. No recommendation is proposed as staff is not requesting the Planning Commission take action at this time. II. PROJECT DESCRIPTION AND BACKGROUND Staff will present the draft Village & Barrio Master Plan. The presentation will help publicize the start of the public review period for the draft master plan, overview and highlight the plan’s contents, and outline its review schedule and community input opportunities. The presentation will provide information only about the draft and its review. The master plan is not being considered for adoption at this time. Public hearings to consider plan adoption will occur in 2016. The master plan has been prepared in conjunction with Dover, Kohl & Partners, a town planning firm from Coral Gables, Florida. III. ENVIRONMENTAL REVIEW Pursuant to Public Resources Code Section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. Preparation of an environmental document is underway. The document will be presented for the Commission’s consideration as part of master plan adoption hearings. ATTACHMENTS: 1.
