AGENDA OF: January 6, 2016 Project Planner: Scott Donnell Project Engineer: N/A SUBJECT: DRAFT VILLAGE AND BARRIO MASTER PLAN – Staff presentation on the Draft Village & Barrio Master Plan for the purpose of receiving Planning Commission comments on the draft document. The proposed planning document provides a vision, land use regulations and design guidelines for the city’s downtown Village and adjacent Barrio. The Village and Barrio are generally located west of Interstate 5 between Tamarack Avenue and Buena Vista Lagoon. The railroad corridor forms the west boundary of the Barrio. Parts of both neighborhoods are in the Coastal Zone. I. RECOMMENDATION That the Planning Commission PROVIDE comments on the Draft Village and Barrio Master Plan. II. PROJECT DESCRIPTION AND BACKGROUND The draft Village & Barrio Master Plan was released for public review in November 2015; the public review period will conclude on January 15. The purpose of this report is to provide planning commissioners an opportunity to comment on the draft master plan. To facilitate the comment process, staff will present the document and request comments in a logical manner, such as beginning with part one of the master plan and then proceeding in order with the other master plan sections. Staff requests commissioners limit comments at the meeting to those that are overall and general in nature; if commissioners have detailed remarks or edits or note errors, they may be provided in writing. As the purpose of this report is only to request commissioners’ comments, no action on the master plan is proposed. Public hearings to consider plan adoption are planned to occur in the spring of this year. III. ENVIRONMENTAL REVIEW Pursuant to Public Resources Code Section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. Preparation of an environmental document is underway. The document will be presented for the Commission’s consideration as part of master plan adoption hearings. ATTACHMENTS: 1.
