AGENDA OF: July 13, 2016 Project Planner: Scott Donnell Project Engineer: N/A SUBJECT: DRAFT VILLAGE AND BARRIO MASTER PLAN -Community meeting on the Draft Vi llage & Barrio Master Plan. The proposed planning document provides a vision, land use regulations and design guidelines for the city's downtown Village and adjacent Barrio. The Village and Barrio are generally located west of Interstate 5 between Tamarack Avenue and Buena Vista Lagoon. The railroad corridor forms the west boundary of the Barrio. Parts of both neighborhoods are in the Coastal Zone. I. RECOMMENDATION The purpose of this meeting is to receive input from the community and Planning Commissioners. Therefore, no recommendation is proposed as staff is not requesting the Planning Commission take action at this time. II. PROJECT DESCRIPTION AND BACKGROUND The first draft of the Village and Barrio Master Plan was released for public review in November 2015. Based on comments received, a revised draft was released in April 2016. Both master plan drafts were made available on the city's website, at city facilities such as the libraries and the Senior Center, and for purchase at the city's Faraday Center. This meeting is an opportunity for city staff to hear additional input from the community and Planning Commissioners on the revised, April 2016 draft. No action will be taken at this meeting. Input on the revised draft will be considered as part of the preparation of the final master plan, which will be presented to the Planning Commission and then the City Council for adoption. The timing of these meetings will depend on the extent of input received and they will not occur until2017. To help with review and input, staff has attached a summary table identifying the significant changes between the November 2015 and April 2016 drafts. Ill. ENVIRONMENTAL REVIEW Pursuant to Public Resources Code Section 21065, this action to receive public input on the draft master plan does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. An environmental document for the draft master plan has been prepared and circulated for public review. The document will be presented for the Commission's consideration as part of the formal public hearing on the final master plan. ATTACHMENT: 1.
