AGENDA OF: April 3, 2019 Project Planner: Don Neu Project Engineer: N/A SUBJECT: Planning Commission Discussion of Residential Design Standards – Discussion of a presentation from the League of California Cities Planning Commissioners Academy about Regulating Large Residential Buildings. The Planning Commission may also discuss whether to recommend to the City Council that citywide residential design standards be developed. I. RECOMMENDATION That the Planning Commission discuss the information provided at the Planning Commissioners Academy about Regulating Large Residential Buildings. If Commissioners support the creation of Residential Design Standards for the City of Carlsbad a formal motion should be made and vote taken to forward a recommendation to the City Council. II. PROJECT DESCRIPTION AND BACKGROUND During the Planning Commission Member Reports segment at the March 20, 2019 Planning Commission meeting several Commissioners reported on the League of California Cities Planning Commissioners Academy held on March 6 through March 8, 2019. The Commission requested that an item be placed on the agenda to discuss a Regulating Large Residential Buildings presentation made by a staff member from the City of Livermore. Attached is a copy of the Power Point presentation from the Planning Commissioners Academy. Planning Commissioners also expressed an interest in discussing whether residential design standards should be created for the City of Carlsbad. If after discussing the matter Commissioners support the creation of residential design standards a formal motion and majority vote are needed to forward a recommendation to the City Council. IV. ENVIRONMENTAL REVIEW Pursuant to Public Resources Code Section 21065, discussing the information and providing a recommendation on the creation of residential design standards does not constitute a “project” within the meaning of CEQA in that it has no potential to cause either a direct or indirect physical change in the environment, or a reasonable foreseeable indirect physical change in the environment and, therefore, does not require environmental review.
