AWARD BID FOR

RECOMMENDED ACTION:
Adopt Resolution No. 27 awarding a bid to the MICA Lamp Company for the
manufacture and delivery of lighting fixtures and support equipment for the clubhouse building at the
Carlsbad City Golf Course Project.
ITEM EXPLANATION:
Various interior and exterior lighting fixtures and support equipment to be installed in the clubhouse
building are identified as a separate sub-line item within the approved budget for fixtures, furnishings,
and equipment ("FF&E") for the Golf Course Project. The City's Finance Department, Purchasing
Division, solicited competitive bids for these items which were received and opened on November 21,
2006. Two (2) bids were received as follows:
MICA Lamp Company, Glendale, California
ELA Lighting, City of Industry, California
$106,507
$121,314
Staff has reviewed the bid materials submitted and recommends the Authority award the bid to the
MICA Lamp Company.
Installation of the lighting fixtures is already included as a work task of the current building contractor,
The Jaynes Corporation. MICA estimates completion of manufacture and delivery of the fixtures to the
job site in approximately seventy-five (75) to ninety (90) calendar days which will be more than
enough time for Jaynes to install the fixtures within their contract schedule.
ENVIRONMENTAL IMPACT:
The Carlsbad City Council certified the Environmental Impact Report in 1999 for the subject project
finding the project in compliance with the California Environmental Quality Act and the environmental
policies of the City of Carlsbad.
FISCAL IMPACT:
With input from the Project Architect and Interior Designer, Staff's original estimate for the lighting
fixtures was $150,000 which is contained as a sub-line item within the approved "FF&E" budget for
the project. The recommended bid award for these items is less than the estimated budget number
assigned to this item of work.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
3 CARLSBAD PUBLIC FINANCING AUTHORITY AWARDING A
BID FOR CLUBHOUSE LIGHTING FIXTURES FOR THE
4 CARLSBAD CITY GOLF COURSE PROJECT.
5 WHEREAS; the Carlsbad Public Financing Authority has previously appropriated funds for
6 the acquisition and installation of various fixtures, furnishings, and equipment for the clubhouse
building at the Carlsbad City Golf Course Project, hereafter referred to as the "Project"; and
WHEREAS, competitive, sealed bids were solicited, received, and opened on November
9 21, 2006 for various lighting fixtures and support equipment with the following results:

ELA Lighting, City of Industry, California $121,314
WHEREAS, Authority staff have reviewed the submitted materials and recommend award
of the aforementioned bid to the apparent lowest responsive, responsible bidder, the MICA Lamp

NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Carlsbad Public
