HEAD ^^ $ CITY ATTY. //y^ CITYMGR. fi^£> RECOMMENDED ACTION: It is recommended the Board of Directors of the Carlsbad Public Financing Authority, hereafter the "Authority", ADOPT RESOLUTION NO. 29 awarding contracts for the acquisition of clubhouse furnishings and miscellaneous equipment for The Crossings at Carlsbad Golf Course. ITEM EXPLANATION: An extensive list of furnishings and miscellaneous equipment to be provided by the Authority necessary to outfit the clubhouse was previously assembled with input from the project design team's Interior Designer, City staff, and the clubhouse operator, Kemper Sports Management. A total of six (6) sealed bids were received on February 22, 2007 for these items and a subsequent overall "best value" review of the bids was undertaken by City staff from the Finance - Purchasing and Public Works - Engineering Departments, as well as the project design team's Interior Designer. Vendor Elite Ideas Incorporated Argo Logistics Incorporated Mity-Lite Incorporated Allwood Treasures Incorporated Contract Interiors Incorporated Transact Furnishings Incorporated Best Value Review Bid received after bid time and returned unopened. Bid withdrawn due to bid calculation errors. Only bid two items on entire list. Declared "non-responsive;" bid only partial items and could not meet delivery schedule. Bid most items and can meet delivery schedule. Bid all items and can meet delivery schedule. The following is the breakdown of the overall "best value" review of the bids and the recommended vendors for designated portions of the bids: Transact Furnishings Incorporated Contract Interiors Incorporated Total Value of Recommended Bids $425,777.39 $ 94.532.06 $520,309.45 The list of items recommended to be awarded to Transact Furnishings Incorporated includes primarily interior dining tables and chairs, lounge chairs, folding chairs, banquet stacking chairs, side tables and hutches, table top conversions, table and chair carts, assorted interior benches, a lectern, a modular portable dance floor, area rugs, as well as modular office furniture for the first floor offices within the building to be occupied by staff of the operator. The items recommended to be awarded to Contract Interiors Incorporated include primarily exterior dining tables and chairs, side tables, umbrellas and bases, exterior trash receptacles, and other miscellaneous items. Among others, one of the more important factors contributing to the identification of overall "best value" was these vendors ability to meet the delivery and installation schedule for the project. Both of the recommended vendors provided a list of references of similar installations in other golf course clubhouses, restaurants, resorts, and other facilities. City staff has verified these references as part of the evaluation process. Staff recommends the Authority award contracts in the above amounts to both Transact Furnishings Incorporated and Contract Interiors Incorporated to provide designated portions of the furnishings. ENVIRONMENTAL IMPACT: The Planning Director has determined the acquisition of furnishings and equipment for this project is a General Rule Exemption under Section 15061(b)( 3) of the Guidelines of the California Environmental Quality Act since the activity will have no significant effect on the environment. FISCAL IMPACT: The approved budget for the various Authority-provided fixtures, furnishings, and equipment for the entire project is $990,000. The portion of the budget allocated for the furnishings included in this agenda bill is approximately $540,000, which adequately covers the combined bids of $520,309.45. With the award of the two (2) bids described above, the total anticipated cost of all Authority-provided items for all golf course facilities, including the clubhouse, are anticipated to be within the approved budget. DEPARTMENT CONTACT: John Cahill, (760) 602-2726, icahi@ci.carlsbad.ca.us 1 RESOLUTION NO. 29 2 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE 3 CARLSBAD PUBLIC FINANCING AUTHORITY AWARDING CONTRACTS FOR THE ACQUISITION OF FURNISHINGS AND 4 MISCELLANEOUS EQUIPMENT FOR THE CLUBHOUSE AT THE CROSSINGS AT CARLSBAD GOLF COURSE. 5 WHEREAS, the Carlsbad Public Financing Authority, hereafter the "Authority", has 6 previously approved proceeding with the construction of The Crossings at Carlsbad Golf Course, 7 hereafter the "Project"; and 8 WHEREAS, a list of Authority-provided clubhouse fixtures, furnishings, and equipment, g hereafter the "equipment", was prepared and competitive bids for the furnishing of the equipment 10 have been solicited by the Authority; and 11 WHEREAS, sealed bids were received by the Authority for the equipment on February 22, 12 2007 and an overall "best value" recommendation was undertaken by staff as provided for in the 13 rules and procedures of the Authority; and ^4 WHEREAS, staff recommends that the bids from Transact Furnishings Incorporated and Contract Interiors Incorporated be accepted and that they be awarded the contracts for furnishings I O and equipment.16 NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Carlsbad 17 Public Financing Authority of the City of Carlsbad, California, as follows: 18 1. That the above recitations are true and correct. 19 2.
