RECOMMENDED ACTION:
It is recommended the Board of Directors of the Carlsbad Public Financing Authority, hereafter the
"Authority", adopt Resolution No. 34 approving the options and appropriation of funds for
perimeter fencing and retaining wall construction for the Carlsbad Municipal Golf Course ("Project").
ITEM EXPLANATION:
On November 21, 2006, the Authority received a staff report updating the project status and budget for
the construction phase of the Project. The Board requested additional information and the development
of options regarding two (2) items: perimeter fencing of the Project site, and the retaining wall
construction for the overflow parking lot adjacent to the golf course clubhouse before they would consider
appropriating additional funds for these items. Staff has completed its research on these two (2) items
and during the staff presentation exhibits, cost estimates, and recommendations for each will be
presented to the Board for their consideration. As the construction of the entire golf course project is
nearing completion, staff requests direction from the Board on these two (2) items so that any additional
work may be implemented consistent with the completion schedule.
Option 1 - Perimeter Fencing of the Project Site
Attached Exhibit 2 is a fencing diagram which identifies several locations around the site as potential
areas to install perimeter fencing. The exhibit legend depicts various "segments" where staff
recommends the Board consider appropriating funds to install fencing for enhancement of security and
aesthetics. Attached Exhibit 3 is a summary of staff's recommendation and breakdown of the various
fencing segments, by location, recommended solution, and cost estimate. Staff will discuss these in more
detail during the presentation to the Authority.

Option 2 - Construction of the Overflow Parking Lot
The development of a future building pad adjacent to the golf course clubhouse is included in the project
construction plans. This pad is intended to be used initially as an overflow parking lot until such time as a
building use is developed and processed in the future. The construction documents also include the
installation of a "crib wall" retaining structure to maximize the potential developable pad size. The cost to
construct and landscape this retaining wall has increased over time up to an estimated $725,000. Staff has
undertaken an analysis of the cost to construct versus the value of the additional square footage produced. At
this time staff does not recommend appropriating the additional $725,000 necessary to build the retaining wall
that supports the addition of approximately 60 parking spaces over and above what can be produced on the
pad without building the retaining wall. At an estimated value range of $25 to $30 per square foot for
developed lots, the net increased value for the additional developable pad area is between $483,500 and
$580,000 compared with the $725,000 cost to build the retaining wall structure.
Additional funding of $175,000 is required to provide permanent landscaping and irrigation for the existing
slope adjacent to the overflow parking lot, even if the retaining wall is not constructed. Attached are Exhibits
4, 5, and 6 which describe various development options of the overflow parking lot. They are summarized as
follows:

ENVIRONMENTAL IMPACT:
On June 7, 2000 the Planning Commission adopted Resolution No. 4772 certifying the Environmental Impact
Report for the Carlsbad Municipal Golf Course Project finding the project in compliance with the
environmental regulations and policies of the City of Carlsbad. The retaining wall was included in the
approval of this project.
The Planning Director has determined the installation of fencing for this project is a General Rule Exemption
under Section 15061 (b) (3) of the Guidelines of the California Environmental Quality Act since it can be seen
with certainty that there is no possibility that the activity may have a significant effect on the environment.
FISCAL IMPACT:
The appropriation of additional funds is necessary to construct perimeter fencing to provide site security, and
either slope landscaping and irrigation or a retaining wall at the overflow parking lot to complete the
construction in this area.
Option 1 - Perimeter Fencing
Without providing perimeter fencing for security it is anticipated that significant damage will occur from
vandalism. There is no way to completely secure the site due to the location and terrain. The locations at
which is recommending perimeter fencing will provide a reasonable level of security. Choosing the staff
recommendations for this item, a total additional appropriation of $190,500 is required for the perimeter
fencing.
Option 2 - Overflow Parking Lot
To construct the retaining wall as proposed in the original construction documents an additional appropriation
of $725,000 is required to construct, landscape, and irrigate the retaining wall; if the retaining wall structure is
omitted, an additional appropriation of $175,000 is required to provide permanent landscaping and irrigation in
lieu of the retaining wall. Staff recommends an additional appropriation of $175,000 for landscaping and
irrigation. The total appropriation for options 1 and 2 is $365,500.

ADDITIONAL FUNDS FOR THE CARLSBAD MUNICIPAL
5 GOLF COURSE, PROJECT NO. 39721-1, 39721-2, 39721-3.

WHEREAS, in December, 2003, the Board of Directors of the Carlsbad Public Financing
7
Authority ("CPFA") did approve proceeding with the development of the Carlsbad Municipal
8
Golf Course Project ("Project"); and
9
WHEREAS, CPFA has secured all final project permits and entitlements necessary for
10
the Project; and
11
WHEREAS, final construction documents for the Project have been approved by the
12
Board; and
13
WHEREAS, all CEQA requirements have been met and the proposed funding is for
14
projects with the scope of the Report, or which have no additional significant effects; and
15
WHEREAS, an additional appropriation is needed to fund the Golf Course Construction;
16
and
17
WHEREAS, funding for this appropriation is provided by the Carlsbad Municipal Golf
18
Course Project fund.

NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Carlsbad

Public Financing Authority of the City of Carlsbad, California, as follows:

1. That the above recitations are true and correct.

2. The Board has considered funding for owner options 1 and 2 and hereby approves23
Options 1 and 2 and an additional appropriation of $190,500 for Optionl and $175,000 for
Option 2, for a total of $365,500 to fund the owner options and hereby grants the CPFA

Executive Director additional construction change order authority and grants the Finance26
Director authority to disperse funds for the additional appropriation without requiring additional

Board action.

re: agenda item on golf course fensing 5/1/07
Golf Course Fencing -1 question staffs assumption "without providing perimeter fencing it is likely
vandalism will occur." I don't see 6' chain link fenses around La Costa, Aviara or the Encinitas City Golf
courses. Running this fense (especially along Faraday) will be both an unneeded expense and unsightly.
A nice post and rail fense is what you see around most golf courses. Furthermore fencing will make it
impossible for wild animals to use the area at night and force them onto the roads. I doubt all this fencing
was reviewed in the env. permits or approved by the Coastal Commission. This all needs to be
re-evaluated in terms of aestetics for the hundreds of thousands of trips people make in cars around the
golf course perimeter.
